Accordingly, the budget for the 10th grade entrance exam will be estimated by the Department of Education and Training and announced to high schools that organize the entrance exam.

Regarding the method of organizing admission examinations, admission facilities shall base on the cost estimate for the Admission Council established by the school to determine the fee for admission examination services based on the cost estimate; and publicly disclose the fee for admission examination services.

In the 2025-2026 school year, only the costs of secondary and high school enrollment services and continuing education (GDTX) spent at educational institutions will be calculated; the general expenses at the Department of Education and Training will be guaranteed by the state budget according to regulations.

From the 2026-2027 school year onwards, all costs of enrollment services will be calculated, including costs at educational institutions and the Department of Education and Training (not using the state budget for expenses).

Admission costs are used to cover general activities serving the exam (inspection; making and printing questions; exam marking council...) and performing admission services at the admission facility (invigilation, admission, security...).

The Department of Education and Training and the recruitment agencies are responsible for managing and using the revenue from recruitment services according to regulations; implementing the inspection and examination requirements of financial agencies and education management agencies... The remaining collected revenue will be spent on recruitment tasks for the next school year and will not be used for other purposes. The Department of Education and Training will preside over and coordinate with relevant units to organize inspections and examinations according to regulations...

The Decision takes effect from May 4, 2025.
