3 North-South expressway projects through Ha Tinh expected to collect tolls from 2026

The Ministry of Construction has just approved the Project on exploiting road infrastructure assets for the Hoa Lien - Tuy Loan expressway and the Eastern North-South expressways in the 2021-2025 period.

Accordingly, 13 expressway projects invested by the State including Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang , Hau Giang - Ca Mau will collect tolls for 7 years from the date of commencement of operation.

Of these 13 projects, only 4 projects, namely Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Can Tho - Hau Giang, Hau Giang - Ca Mau, are under construction and are expected to be completed by the end of this year, while the remaining sections have been opened to traffic.

The Vietnam Road Administration has proposed two toll rates. Rate 1 is VND1,300/km for standard vehicles, applicable to highways that fully meet toll collection conditions (4 lanes, with continuous emergency lanes). Rate 2 is VND900/km, applicable to highways that do not fully meet the requirements (4 lanes, with intermittent emergency lanes).

It is expected that when toll collection on 13 expressways is implemented, after deducting organization costs, the budget will collect nearly 2,500 billion VND each year.

In addition, the Ministry of Construction has approved the exploitation project with 5 North-South expressway projects phase 1 invested with budget capital, to start collecting tolls from January 2026 including Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay.

After 7 years of collecting fees, the management agency will calculate the next plan for infrastructure exploitation and management.
