Specifically, according to Clause 11, Article 8 of the 2008 Road Traffic Law, prohibited acts include driving a motor vehicle at a speed exceeding the prescribed speed limit, competing for the road, and recklessly overtaking (except for priority vehicles). Therefore, violators will be punished according to Decree 100/2019/ND-CP (amended in Decree 123/2021/ND-CP).

Fines for speeding cars

According to Article 5 of Decree 100/2019/ND-CP, some contents were replaced and supplemented by Article 2 of Decree 123/2021/ND-CP, drivers of cars participating in traffic exceeding the speed limit will be subject to the following penalties:

- Fine from 800,000 VND to 1,000,000 VND for speeding from 05 km/h to under 10 km/h.

- Fine from 4,000,000 VND to 6,000,000 VND for speeding from 10 km/h to 20 km/h and suspension of driving license from 01 month to 03 months.

- Fine from 6,000,000 VND to 8,000,000 VND for speeding by 20 km/h to 35 km/h and suspension of driving license from 02 months to 04 months.

- Fine from 10,000,000 VND to 12,000,000 VND for speeding over the prescribed speed limit of more than 35 km/h and suspension of driving license from 02 to 04 months.

Thus, if a driver drives a car at a speed exceeding 10km/h, his/her driving license will be revoked. The duration of the license revocation depends on the specific speed.

Fines for speeding on motorbikes and mopeds

According to Article 6 of Decree 100/2019/ND-CP, some contents were replaced and supplemented by Article 2 of Decree 123/2021/ND-CP, motorcyclists who speed in traffic will be subject to the following penalties:

-Fine from 300,000 VND to 400,000 VND for drivers exceeding the speed limit from 5 km/h to under 10 km/h.

-Fine from 800,000 VND to 1,000,000 VND for drivers exceeding the speed limit from 10 km/h to 20 km/h.

- A fine of VND 4,000,000 to VND 5,000,000 shall be imposed on drivers who exceed the speed limit by more than 20 km/h. In addition, the driver who commits the violation shall have his/her driving license revoked for 2 to 4 months.

-Fine from 6,000,000 VND to 8,000,000 VND and have the driver's license revoked for 02 to 04 months for driving in a group of 02 or more vehicles exceeding the prescribed speed.

Thus, if a motorbike is driven more than 20 km/h over the speed limit, the driver will have his/her driving license revoked. The duration of the license revocation will depend on how much the speed was exceeded.

Fines for speeding with tractors and specialized motorbikes

According to Article 7 of Decree 100/2019/ND-CP, some contents were replaced and supplemented by Article 2 of Decree 123/2021/ND-CP, drivers of tractors and specialized motorbikes participating in traffic at excessive speeds will be subject to the following penalties:

-Fine from 400,000 VND to 600,000 VND for drivers exceeding the speed limit from 5km/h to 10km/h.

-Fine from 800,000 VND to 1,000,000 VND for drivers exceeding the speed limit from 10km/h to 20km/h.

In addition, the driver who commits the violation will also have his/her driving license (when driving a tractor) and certificate of training in road traffic law (when driving a specialized motorbike) revoked for a period of 01 to 03 months.

- A fine of VND 3,000,000 to VND 5,000,000 shall be imposed on drivers who exceed the speed limit by more than 20km/h. In addition, drivers who commit violations will also have their driving license (when driving a tractor) and their certificate of training in road traffic law (when driving a specialized motorbike) revoked for 2 to 4 months.
