Building a regular, elite, modern police force

Attending the congress, on the side of the Ministry of Public Security were Senior Lieutenant General Pham The Tung, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security; representatives of the leaders of the Ministry of Public Security's professional departments. On the side of the leaders of Hue City, there were member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the People's Council, Head of the City National Assembly Delegation Le Truong Luu; members of the Standing Committee of the City Party Committee and representatives of the leaders of departments, branches and sectors.

In the past term, the Hue City Police Party Committee has inherited the achievements of previous terms, focusing on innovation, improving the quality of strategic advisory work, research, assessment, and correct identification of the situation. At the same time, proactively detecting and handling risks and challenges early and from afar, maintaining a strategic initiative, building a comprehensive security posture, closely linked to the implementation of the city's sustainable development goals.

Crime prevention and control work was implemented synchronously and drastically, crime decreased by 8.93%, creating positive changes in social order and safety; traffic accidents decreased in all 3 criteria compared to the previous term (decreased by 22.52% in number of cases, 11.23% in number of deaths and 35.18% in number of injuries). The City Police has promoted its role as a standing agency, taking the lead in implementing the Government 's Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation.

The City Police Party Committee has been exemplary, taking the lead in implementing the work of Party building, force building, organization and streamlining. The Commune Police force has been put into operation without interruption, meeting the requirements of the assigned tasks; at the same time, seriously and effectively implementing Resolution No. 12 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Police force. These results have contributed to creating a peaceful and safe political security environment, social order and safety, making an important contribution to the sustainable development of Hue city.

On behalf of the Standing Committee of the City Party Committee, Secretary of the City Party Committee Le Truong Luu congratulated and commended the achievements that the City Police Party Committee achieved in the past term.

The 2025 - 2030 term is a period of special significance, when Hue City, together with the whole country, enters a new era, an era of national development and development, and continues to build Hue City by 2045 in the spirit of Resolution 54 of the Politburo. In the context of the security and order situation continuing to have many rapid and complicated developments, requiring the Public Security force to continue to innovate, improve its leadership capacity and combat strength, meeting the requirements of tasks in the new situation.

In addition to the achieved results, Secretary of the City Party Committee Le Truong Luu emphasized that the Hue City Police Party Committee needs to continue to build a regular, elite, modern force, focusing on training courage, ethics, discipline, and serving the people. Proactively grasp the situation, effectively handle incidents, prevent crimes, and ensure security for major events. At the same time, promote digital transformation, complete the national database on population, protect network security; launch a movement for the whole people to protect security, tighten traffic order and safety, and most importantly, elect a new Executive Committee with exemplary, courageous, and creative cadres.

According to Secretary of the City Party Committee Le Truong Luu, the 13th Congress of the Hue City Police Party Committee is an important political event, marking a new development step of the Party Committee in the period of 2025 - 2030. This is also the first time our country officially operates under the 2-level local government model, an important milestone on the path to bringing our country into the "Era of strong, civilized and prosperous development of the Nation". This sets increasingly high tasks and requirements for the city's armed forces in general and the city's police force in particular. Believing that, with the spirit of "Solidarity - Democracy - Discipline - Creativity - Development", the city's police will excellently complete the assigned political tasks, contributing to building Hue city increasingly civilized, modern, safe and sustainable development.

The Congress elected the Executive Committee of the City Police Party Committee for the 2025-2030 term, consisting of 21 comrades, and the Standing Committee of the City Police Party Committee, consisting of 7 comrades. Major General Nguyen Thanh Tuan, Director of the City Police, was elected Secretary of the City Police Party Committee; Colonel Duong Van Thoan, Deputy Director of the City Police, was elected Deputy Secretary of the City Police Party Committee. The Congress voted to pass the Resolution of the 13th Congress of the City Police Party Committee, term 2025-2030.
