Evaluate staff seriously and practically
One of the experiences in Tuyen Quang's personnel work is to evaluate cadres in a practical and serious manner. To properly evaluate cadres, the Standing Committee of Tuyen Quang Provincial Party Committee determined that it is necessary to rely on many channels and many different sources of information, especially through products, clear criteria and through specific work.
The Provincial Party Committee Standing Committee implements the policy of assigning difficult tasks and innovative breakthroughs as the basis for evaluating, transferring, and appointing cadres. According to this policy, the quality and results of cadres' task performance are the important basis and basis for verifying and evaluating the qualities, qualifications, and real capacity of leaders and managers at all levels, especially the heads of Party committees, authorities, agencies, and units.
The number of breakthrough tasks assigned increases every year, which means the number of difficult tasks to be solved and resolved also increases every year.

In 2020 and the 2020 - 2025 period, the Provincial Party Standing Committee assigned 51 tasks to 22 comrades; in 2021, 2022 and the 2021 - 2025 period, it assigned 266 tasks to 78 comrades; in 2023 and the 2021 - 2025 period, it continued to assign 219 tasks to 78 comrades; in 2024 and the 2021 - 2025 period, it assigned an additional 203 tasks to 76 comrades.
In practice, assigning breakthrough and innovative tasks has created conditions for cadres and party members to affirm their pioneering and exemplary nature, and promote their capacity in leadership, management and operation, especially for heads of agencies and units; creating an environment and motivation for cadres to promote their proactiveness, creativity, dare to think, dare to do, dare to break through, dare to take responsibility for the common good. The results of implementing breakthrough and innovative tasks of cadres are one of the important bases for assessing the level of completion of annual and term-long tasks for cadres; are the basis for assessing the capacity and strengths of cadres in performing assigned duties and tasks, as well as the development prospects of cadres.
From the results of the breakthrough and innovation, the quality of classification and evaluation of cadres is increasingly more substantial.
According to the report of the Provincial Party Standing Committee on personnel work for the period 2020 - 2025, at the commune level alone, the classification and evaluation of cadres has changed.
In 2021, out of a total of 3,414 grassroots Party Committee members who were evaluated and classified, the number of comrades who excellently completed their tasks accounted for 18.19%; the number of comrades who completed their tasks well accounted for 78.41%, the number of comrades who completed their tasks accounted for 2.46%, and the number of comrades who did not complete their tasks accounted for 0.94%.
In 2023, among 3,399 grassroots Party committee members who were evaluated and classified, 16.21% of them completed their tasks excellently; 80% of them completed their tasks well; 2.65% of them completed their tasks; and 1.12% of them did not complete their tasks.
This is also an important basis for planning, appointing, rotating and arranging staff.
"Testing by fire" from rotation and mobilization
Along with the synchronous implementation of all stages in personnel work, the mobilization and rotation of cadres in Tuyen Quang province is carried out seriously and planned for each specific case, associated with the work of evaluating, planning, training, arranging and using cadres. The mobilization and rotation work is carried out carefully and thoroughly according to the motto "doing it well, doing it well", in which attention is paid to building a team of young cadres, female cadres, and cadres from ethnic minorities.
According to data up to June 2024, the province has rotated 33 cadres, transferred 636 cadres from one sector to another, from the province to the district, from the district to the commune, from the commune to the district or from one commune to another... The rotation and transfer of cadres is carried out in accordance with the correct procedures, the rotated and transferred cadres quickly access new working conditions and environments; promote their abilities, roles and responsibilities in performing their tasks. Through assessment, the rotation and transfer of cadres has gradually built a team of leaders and managers at all levels to meet the requirements of tasks in the new situation.

Comrade Nguyen Chi Tuyen, Deputy Director of the Center for Culture, Communication and Sports of Chiem Hoa district, was transferred by the Standing Committee of the District Party Committee and appointed to hold the position of Secretary of the Party Committee of Binh Phu commune. Upon receiving the new assignment, Comrade Tuyen immediately began to grasp the situation at the grassroots level and participated in activities in all Party cells. Through research, it was found that the reason for the low annual Party member admission rate was that some Party cell committees did not pay attention and the Party Committee of the commune did not really closely follow the Party cells.
Comrade Nguyen Chi Tuyen has resolutely directed the Party cells to seriously implement Project 16 of the Provincial Party Committee Standing Committee on improving the quality of Party cell activities, and at the same time organize model activities, assign members of the Standing Committee and the Commune Party Committee to participate in Party cell activities... 100% of the village Party cells choose the content of the thematic activities as Party member development work. At the same time, develop plans and targets for admitting Party members every year.
This is also one of the criteria for evaluating the work of cadres and Party cell members every year... Thereby, the Party development work of the Commune Party Committee has had positive changes. From 2020 to now, the Party development work of Binh Phu Commune has always exceeded the set targets. The Commune Party Committee has risen from a unit classified as completing its tasks well to completing its tasks excellently.
From these results, Tuyen Quang is continuing to draw good experiences. From there, building a team of cadres and party members with sufficient qualities, capacity, prestige and qualifications, meeting the requirements and tasks in the new development stage.
