Reorganizing staff to improve the effectiveness of grassroots government

The urgent requirement to be done immediately after more than 1 month of operating the new Commune Government model is to rearrange the staff to "fit their roles and know their lessons", overcome the excess and shortage to improve management efficiency and serve the people.

A part is not in the right position

After more than 1 month of operating the 2-level local government model, many communes and wards in the province still face many difficulties in the arrangement and assignment of staff. Although the apparatus has been completed in form, the mechanical arrangement of staff leads to excess and shortage, affecting the effectiveness of the grassroots government.

In Thuan An commune, Chairman of the Commune People's Committee - Phan Ba Tinh said that the locality currently has 96 positions. After the merger, the commune has basically completed the organization of the Party Committee, government, Fatherland Front and mass organizations. However, due to hasty arrangements, a number of cadres are not in the right positions. In particular, the judicial department at the Office of the People's Council and the Commune People's Committee, with a lot of work but limited human resources, has somewhat affected the results of performing tasks.

Similarly, in Dak Mil commune, Chairman of the Commune People's Committee - Nguyen Quoc Dung reflected that currently, the commune lacks a budget accountant - a key position in financial management. Not only is there a shortage of people, many commune officials are also limited in applying information technology. The fact that one person has to take on many fields causes great pressure, affecting the quality of work.

Even in localities with larger staff such as Cu Jut commune with 128 cadres, civil servants, public employees, and workers, the initial arrangement still could not avoid shortcomings. The arrangement of cadres was focused on, basically suitable for qualifications and capacity, but in reality, the transition period always poses many challenges, especially when there are new and unprecedented tasks.

Urgently review and reassign staff

At the working session to grasp the situation of the operation of the 2-level local government apparatus with some communes in the West of the province, Deputy Secretary of the Provincial Party Committee - Luu Van Trung emphasized that initially, according to the Central's request, the province "ran while lining up", so the arrangement of cadres in communes and wards was more or less mechanical. This led to a situation where specialized cadres such as: land administration, justice, office, accounting, information technology... were in excess in some places, and in shortage in others, reducing overall efficiency.

Up to now, the 2-level local government model has been in operation for more than a month. This is also the time when local Party committees and authorities need to urgently review and reassign cadres according to the correct job positions, meeting the requirements of the tasks. “Weak cadres need to be trained and fostered, especially in key areas. Small jobs can be held concurrently, but complex and large-volume fields must be reasonably assigned to ensure efficiency. At the same time, communes need to motivate, encourage, and arouse the efforts, responsibility, and daring to think and act of cadres and civil servants,” Comrade Luu Van Trung suggested.

The Deputy Secretary of the Provincial Party Committee pointed out that one of the important requirements in arranging and assigning cadres is to retain talented people, not to let “brain drain”. In particular, young cadres, who possess sufficient qualities, abilities, and qualifications covering many fields, are valuable resources that need to be given the opportunity to develop their strengths. Localities also need to pay attention, share, and find out the reasons to retain talented people, avoiding the situation where cadres become discouraged and leave the system.

During his lifetime, President Ho Chi Minh always reminded: "Cadres are the root of all work", the success or failure of a revolution or an organization depends on cadre work. To be successful, it is necessary to select, train and arrange cadres in the right place, right job. Arranging the apparatus according to the 2-level local government model is an unprecedented task, requiring science , flexibility, step-by-step perfection, promoting strengths and sense of responsibility, building a new grassroots government apparatus that is truly streamlined, effective and efficient. This is also a prerequisite for the government to be close to the people, serving the people better in the current new period.
