Muong Chanh commune has a rugged terrain, and every time there is prolonged heavy rain, the risk of landslides and isolation is always present. In previous years, extreme weather, flash floods and flash floods continuously came, causing some villages to be completely isolated for many days, so the daily life of the people encountered many difficulties and shortages. The prolonged heavy rain in July 2025 caused many roads leading to the commune center to collapse and break, affecting the traffic of the people.
Mr. Lo Van Chuan, a grocery store owner in the center of Muong Chanh commune, shared: "My family is a wholesale and retail agent for food, foodstuffs and other consumer goods. During the rainy season, the road to the center of the commune is often eroded, causing many days of isolation, essential goods from the lowlands are blocked, making daily life difficult for people. Learning from experience, entering the rainy season this year, my family has proactively purchased and stored goods to ensure supply for consumers in the commune. Along with that, our family also committed to the local government not to increase prices, in order to ensure the best interests of consumers. We do business but also have to be responsible for the people in the village, especially when natural disasters occur."
Talking to us about the preparation of goods and necessities to serve the people, Mr. Ha Van Te, Chairman of the People's Committee of Muong Chanh commune, said: "In Muong Chanh commune, there are 20 business households specializing in trading necessities and essential goods and 1 gas station serving the people. With a proactive spirit, the commune government has asked business households to have a plan to reserve essential goods from the beginning of the rainy season. At the same time, it has propagated for people to be proactive and reserve food, medicine and necessary necessities. For remote villages, the commune government coordinates with the militia and police to prepare logistics and support vehicles when necessary. The goal is to prevent shortages and scarcity of goods that cause instability in people's lives. Promote the principle of "4 on-site", ensuring that goods are allocated reasonably, used for the right purpose, economically and effectively".
Provincial Road 521E runs through Muong Chanh commune, starting at the intersection with National Highway 15C in Muong Lat commune, ending at the Vietnam - Laos border marker (marker 294). This is a vital route connecting the western communes of the old Muong Lat district, with complex terrain and many hills and mountains, so there is a risk of landslides when heavy rains last for a long time. Forecasting the situation early, right from the beginning of the rainy season, the People's Committee of the commune directed mass organizations, police, militia, grassroots health care and business households to proactively develop logistics plans and plans to reserve essential goods. Business households, distributing goods and necessities to people have also proactively worked with large agents and distribution channels to provide many quality-assured products. Up to this point, essential goods have been fully stocked and ready to be promptly supplied to people when they are cut off by floods for 15 days.
To minimize the impact of natural disasters on people's lives, the People's Committee of Muong Chanh commune has issued a plan to mobilize forces according to the motto "4 on-site and 3 ready", with the participation of militia, self-defense, police, military and other forces in the village. Units stationed in the area, such as Quang Chieu Border Guard Station, Cang Border Guard Station, Na Him, Production Team No. 3, Economic - Defense Group 5 (Military Region 4) are ready to mobilize forces to participate in road clearance when there are natural disasters and landslides.
Muong Chanh is the most remote border commune of the province, traffic is easily cut off during the rainy and stormy season, leading to many difficulties in rescue, while local commercial households are small-scale and have weak potential. In order to reserve and supply essential goods in the rainy and stormy season in a timely manner, the People's Committee of Muong Chanh commune proposed that the province have a policy to support small traders and commercial enterprises in the commune to borrow capital to reserve essential goods during the rainy and stormy season. Thereby, contributing to the local government's proactive reserve of essential goods to serve the people when natural disasters occur.
