Over the years, Quang Ninh province has always paid attention to devoting a large amount of resources to care for poor households, near-poor households and people in ethnic minority, mountainous and island areas. In order to stimulate the will to escape poverty, eliminate the mentality of dependence and strive to get rich of the people, the province has consistently shifted from "giving away" to "lending" by issuing many specific policies to allocate resources to implement policy credit programs .

In the mountainous district of Ba Che

Ba Che district used to be the core poor area of ​​the province with 7/7 communes in extremely difficult conditions. However, now, Ba Che is gradually changing strongly. That change is not only in the long concrete roads, spacious schools, clean water works leading to each village, but also in the green forests, solid high-rise buildings, and prosperous life. These changes are due to the effectiveness of the policy credit capital that has been spreading throughout the communes of the mountainous district of Ba Che.

Accompanied by the staff of the Social Policy Bank of Ba Che district, we visited the family of Mr. Trieu A Tai (Khe Man village, Don Dac commune). Mr. Tai's two-story house with an area of ​​300m2 is located right on the road of the commune center. The house is solid, majestic, and spacious, making it easy for anyone passing by to see.

Mr. Tai shared: The custom of our Dao ethnic group is that when a son grows up, in addition to getting married, his parents will give him a piece of forest land as capital to do business. With the forest area given by my parents, my wife and I borrowed 100 million VND from preferential capital from the job creation program. From there, I invested in fertilizer, labor... to take care of 10 hectares of cinnamon, pine, and yellow camellia forests. Part of the loan capital I also invested in raising commercial chickens and breeding chickens... The money from selling chickens and breeding chickens is used to pay monthly interest, the money from selling cinnamon, pine, and yellow camellia when it is time to harvest is used to pay the principal. Just like that, the family borrows and then repays, repays and then borrows again. Thanks to that, my family has had regular jobs, a stable income of 200-300 million VND/year, a spacious house, a prosperous life, and children are fully educated.

Unlike Mr. Tai, Mr. Trieu Kim Vay's farm in Na Lang village, Don Dac commune, Ba Che district is located quite far from the commune center. As a Dao ethnic group whose life is closely linked to the mountains and forests, Mr. Vay understands bamboo rats very well. After doing many jobs to make a living, in 2016, Mr. Vay began to learn how to raise, care for, and provide food for bamboo rats. Starting from scratch, Mr. Vay spent many sleepless nights looking for capital. While struggling to find capital to implement the model, Mr. Vay was fortunate to have access to policy credit capital.

With the amount of 100 million VND borrowed from the Social Policy Bank of Ba Che district, Mr. Vay invested in building a cage and bought 60 breeding bamboo rats from a breeding facility to raise. Up to now, Mr. Vay has 3 breeding and commercial bamboo rat farms, maintaining a regular quantity of over 400 bamboo rats, selling price of about 1.5 million VND/breeding bamboo rat, commercial bamboo rats cost 600,000-650,000 VND/kg. Each year, he earns a profit of over 300 million VND.

Mr. Vay said: To develop any economic model, people need capital. Meanwhile, due to limited qualifications, small-scale economic models, and no collateral, it is very difficult for people in ethnic minority, mountainous, and border areas to access loans. Therefore, preferential loans from programs are a "savior" for us because of preferential interest rates, simple procedures, and quick disbursement. In addition, people can also borrow capital from many different credit programs. to develop the economy, gradually become rich, and have a full life.

Not only Mr. Tai and Mr. Vay, up to now, the whole district has over 4,515 households borrowing policy credit with a total outstanding debt of 420.4 billion VND. Ba Che is currently the locality with the largest outstanding debt in the province, with a large number of borrowing households, but for many years there has been no overdue debt . This is the clearest evidence of the effectiveness, significance and spread of policy credit capital in solving the urgent need for capital to develop production, increase income, and stabilize people's lives.

Hand over the "fishing rod"

Implementing the policy of "diversifying resources to implement social policy credit", with the motto "State, enterprises and people work together", the province has directed the Bank for Social Policies to focus on capital mobilization. At the same time, it is important to develop and integrate social policy credit programs with national target programs, programs and projects in the local socio-economic development plan for each period (2016-2020 period; 2021-2025 period and orientation to 2030).

In particular, in addition to the Central Government's policy mechanism, Quang Ninh province has issued many specific policies suitable to reality such as: Building a lending mechanism to support the development of provincial cooperatives using provincial budget capital; Resolution No. 16/2021/NQ-HDND dated July 16, 2021 approving the Overall Program for sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period 2021-2025, with a vision to 2030 for implementation, in which, balancing the budget entrusted through the Provincial Bank for Social Policies Branch for lending to create jobs in the direction of increasing the quota, expanding the lending subjects to production and business projects to create livelihoods for ethnic minorities, mountainous, border, and island areas in the province; Resolution 337/2021/NQ-HDND dated March 24, 2021 stipulates a number of specific policies to encourage the development of sustainable forestry production in Quang Ninh province, including annual allocation of loans for forest owners participating in the development of large timber and native tree plantations; promulgating multidimensional poverty standards applicable in Quang Ninh province for the period 2023-2025 in Resolution No. 13/2023/NQ-HDND dated March 30, 2023 of the Provincial People's Council (1.4 times higher than the national standard)... On that basis, the province has proactively implemented the expansion of the scope of areas, subjects and allocated budget capital to implement policies for ethnic minority and mountainous areas. Thanks to that, the whole province is currently implementing 19 credit programs with a total outstanding debt of over VND 5,400 billion and over 90,000 households borrowing capital.

The fact that preferential credit policy capital has been deployed to the right subjects and used for the right purposes has been effective , creating clear changes in each village and commune in ethnic minority, mountainous, border and island areas in the province. Preferential loans have accompanied people to escape poverty, increase income, enrich themselves legitimately, and realize their dreams.

Mr. Ly Hong Them (Da Bac village, Duong Huy commune, Cam Pha city) said: To develop production, capital plays an important role. With policy credit capital, from the fruit tree growing model, I have now developed it into an eco-tourism farm with diverse services such as: Fishing, dining, fruit picking... Thanks to that, my farm develops every day, earning 300-400 million VND/year, creating jobs for 5-7 local workers. I hope to continue to receive favorable conditions from the savings and loan group and the bank to lend capital to expand production.

The capital flow is increasingly strong, widespread, and widespread, working with the diligent hands of each household to build for themselves a prosperous, comfortable, and happy life .

Mr. Nguyen Van Quyet (Binh Lieu town, Binh Lieu district) said: My wife and I are both freelancers so our income is not stable. The old house is degraded and dilapidated but we do not have enough money to rebuild it. Knowing about the credit policy loan source for new construction, renovation and repair of houses, my family boldly borrowed 500 million VND. With preferential interest rates, long loan terms, simple procedures, along with the loan amount and savings, the family has enough funds to build a solid house, a stable life, the family is very excited.

The policy credit capital has spread, contributing significantly to creating the brilliant colors of fullness, prosperity and well-being throughout the regions of the province. And in the next stages, with the province's determination, the social policy credit capital will spread more widely, deeper and faster to all regions of Quang Ninh, lighting up the beliefs and dreams of legitimate enrichment in the homeland, gradually narrowing the regional gap, improving people's lives.
