On May 24, Thanh Nien 's source said that the People's Procuracy of Nghe An province has filed an appeal against the case of Ms. Le Thi Dung, former Director of the Continuing Education Center (GDTX) of Hung Nguyen district.
Accordingly, the People's Procuracy of Nghe An province requested the People's Court of Nghe An province to review the appeal in the direction of annulling the first instance judgment for re-investigation and re-trial.

Nghe An Provincial People's Procuracy said that the first instance judgment did not fully consider Ms. Dung's responsibility for the damages in the case.
Speaking to Thanh Nien reporter, Mr. Pham Le Tuyen, son of Ms. Le Thi Dung, said that his family received the above information this morning, May 24. However, the family has not yet accessed this protest document.
As Thanh Nien reported, on April 24, the People's Court of Hung Nguyen District held a first-instance trial and sentenced Ms. Le Thi Dung (51 years old, former Director of Hung Nguyen District Continuing Education Center) to 5 years in prison for "abusing position and power while performing official duties".
According to the indictment of the People's Procuracy of Hung Nguyen District, from 2012 to 2017, Ms. Dung, the Party cell secretary and account holder of the Hung Nguyen District Continuing Education Center, took advantage of her position and authority to make multiple illegal payments to embezzle more than VND48.3 million from the state budget.
Specifically, in the 2011-2012 school year, the amount was more than 3.3 million VND; in 2013-2014, the amount was more than 303,000 VND; in 2014-2015, the amount was more than 30.9 million VND and in 2015-2016, the amount was more than 13.8 million VND.
During her work, Ms. Dung chaired the development of internal spending regulations, including some expenditures that were not in accordance with legal regulations.
Some payments are made twice for the same content, such as having received a Party Committee allowance but still being counted as 3 periods/week for the position of Party Cell Secretary; having received support when going to graduate school but still being counted as 2 periods/week for payment.
According to the indictment, the total amount of damage caused to the Continuing Education Center was nearly 45 million VND. At the trial, Ms. Dung affirmed that she did not commit the crime as charged in the indictment.
The People's Procuracy of Hung Nguyen District accused Ms. Dung of making multiple payments over many years, thus falling into the case of "repeated crime" and being prosecuted under the penalty frame of 5-10 years in prison according to point b, clause 2, article 356 of the Penal Code.
Mr. Lam Quoc Tu, Chief Justice of Hung Nguyen District People's Court, said that Ms. Dung was prosecuted under Point b, Clause 2, Article 356, Penal Code because Ms. Dung only had one mitigating circumstance, which was having many achievements in her work. According to Mr. Tu, if Ms. Dung paid money to remedy the consequences before the first instance trial or confessed honestly, there would be two mitigating circumstances and she could be given a suspended sentence.
