Reporting to the Government on some major contents in the draft Law on Road Traffic Order and Safety, the Ministry of Public Security continued to explain the necessity of classifying driving licenses and including this content in the draft Law.

According to this agency, the draft Law on Road Traffic Order and Safety submitted to the 6th session of the 15th National Assembly does not classify driving licenses, but assigns the Government to regulate. However, through suggestions from some delegates and research, analysis and evaluation, the Government finds it necessary to include this content in the draft.

The Ministry of Public Security believes that classifying driving licenses in the draft aims to legalize the regulations on classifying driving licenses stipulated in the 1968 Vienna Convention, ensuring Vietnam's commitment when signing and joining the convention.

Classifying driving licenses also facilitates Vietnamese people living and studying in countries that are members of the 1968 Vienna Convention, creating uniformity in vehicle classification and driving licenses; no cost to change or study to obtain a driving license.

In order for the new classification to not cause much impact and ensure enforcement during implementation, it is expected that the content on driver's license classification stipulated in the draft Law on Road Traffic Order and Safety will include the following contents:

Firstly, the issuance of new driving licenses will be carried out for first-time licensees and for driving licenses in cases of renewal and re-issuance.

Second, remove class A4 and do not regulate driving license classes for tractor drivers because based on the type and use of the vehicle, this type of vehicle will be classified as a specialized motorbike.

Third, bring class B1 and B2 into the same class B because the basis for classification is from capacity, type, engine and number of seats.

Do I need to change my driver's license if it is still valid?

To avoid social impacts, in the transitional provisions, the competent authority proposes that driving licenses issued before this Law takes effect will continue to be used according to the term and value stated on the license.

Thus, the conversion is only carried out for testing, new issuance and cases of issuance, re-issuance and conversion are carried out in a direction that benefits the people and does not cause traffic insecurity.

The Government has assigned the drafting agency to research and design the classification of driving licenses to ensure that it inherits the current regulations of the 2008 Road Traffic Law; does not contravene the provisions of the 1968 Vienna Convention and does not cause much impact when changing policies.

Especially need to be suitable to practical requirements due to the development of vehicles, vehicle drivers, and the emergence of many new types of vehicles.
