The project to renovate and upgrade Highway DH.57 in Khoai Chau district was approved by the Provincial People's Council in Resolution No. 69/NQ - HDB dated August 31, 2021. The project implementation period is from 2021 to 2025, with the goal of investing in renovating and expanding the route to serve the travel and freight transport needs of people, contributing to completing the route according to the plan. The project has a starting point at the intersection with Highway 39 at To Hieu intersection, the end point at the intersection with Provincial Road 383 in An Vi commune (Khoai Chau) with a total length of 3.1km.

During the implementation process, when carrying out land acquisition and clearance to the location of To Hieu Hung Yen Technical and Economic College (Dan Tien commune), there were difficulties and problems because 11 households and individuals were using land that originated from land managed by To Hieu Hung Yen Technical and Economic College for the purpose of building houses and planting trees.

On June 2, 2023, Khoai Chau District People's Committee issued notices of land recovery from 11 households. From November 2024 to March 2025, Khoai Chau District Construction Investment Project Management Board coordinated with Dan Tien Commune People's Committee and To Hieu Hung Yen Technical and Economic College to organize meetings with households many times to collect documents related to the origin of land use. Along with that, promote propaganda and mobilize households to agree on land acquisition and clearance work to implement the project...

On March 25, 2025, Khoai Chau District People's Committee issued a decision to recover land and a decision to approve the land recovery plan for 11 households.

On April 3, 2025, the Khoai Chau District Construction Investment Project Management Board issued a notice on the self-demolition of constructions on land for the above 11 households.

On April 9, 2025, the People's Committee of Dan Tien Commune coordinated with the Khoai Chau District Construction Investment Project Management Board to propagate and mobilize households to dismantle and move their assets. However, up to now, only 1/11 households have agreed to sign the site handover minutes.

At the dialogue, the representative of the Khoai Chau District People's Committee informed the households that have not agreed with the land acquisition plan to implement the DH.57 road about the origin of the land on which the households are living. At the same time, they requested that, from April 14 to 20, the households provide documents proving the legal origin of the land they are using as a basis for requesting competent authorities to support compensation for assets on the land and resettlement arrangements. In case they cannot prove the origin of the land they are using, the households need to comply with the land acquisition plan that the Khoai Chau District Investment and Construction Project Management Board had previously announced...
