Presenting the Investment Policy Proposal for the National Target Program on Cultural Development for the 2025 - 2035 period, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Investment Policy for the National Target Program on Cultural Development for the 2025 - 2035 period includes 7 general goals and 10 components.

In particular, the goals are set as follows: creating a strong and comprehensive change in cultural development and building, perfecting personality, ethical standards, identity, mettle, and the system of values ​​of Vietnamese people and families; improving spiritual life, access to and enjoyment of culture, and the need for exercise and entertainment of the people; integrating internationally and absorbing the quintessence of human culture, building an advanced culture imbued with national identity, promoting the soft power of Vietnamese culture...

The program's 10 components include: Developing Vietnamese people with good personalities and lifestyles; building a healthy and civilized cultural environment; developing a synchronous and effective infrastructure system, landscape, and cultural institutions...

The program is implemented nationwide, including all provincial, district, commune and village-level units; and a number of Vietnamese cultural centers abroad. The total resources mobilized to implement the program for the 2025-2030 period is expected to be 122,250 billion VND. The total resources mobilized to implement the program for the 2031-2035 period is expected to be 134,000 billion VND. Thus, the total resources mobilized to implement the cultural development program for the 2025-2035 period is 256,250 billion VND.

Of which, the central budget capital directly supporting the implementation of the Program for the 2025-2030 period is allocated at least 77,000 billion VND (accounting for 63%). Local budget capital is about 30,250 billion VND (accounting for 24.6%). Other legally mobilized capital is about 15,000 billion VND.

The Program implementation period is 11 years, 2025-2035, divided into stages, in which, in 2025, activities will be carried out to build policy mechanisms, a system of guiding documents...

The 2026-2030 period focuses on resolving the limitations and challenges that have arisen in the past and implementing the goals and tasks set for 2030.

In the 2031-2035 period, continue to build and develop an advanced Vietnamese culture imbued with national identity so that culture becomes an endogenous strength and driving force for national development and defense; implement tasks and goals set out by 2035.

Presenting the review report, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the Committee on Culture and Education agreed with the necessity of the investment policy for the Program and believed that the development of the Program at the present time fully meets the political, legal, scientific and practical bases; the Program dossier has met the requirements according to the provisions of law. At the same time, it agreed with the Government's proposal on the implementation period of the Program, from 2025 to the end of 2035.

Basically agreeing with the goals of the Program, however, the Committee on Culture and Education proposed to consider the feasibility of 2 specific goals by 2030: Goal No. 5 (striving for 100% of cultural and artistic units to implement digital transformation, applying achievements of the 4th Industrial Revolution); specific goal No. 6 (100% of students in the national education system to access and participate effectively and regularly in art education and cultural heritage education activities).

Basically agreeing with the plan on total investment and capital sources to implement the Program, the Committee on Culture and Education believes that adequate resource allocation is necessary to fully and effectively concretize the Party's viewpoints and policies on cultural development.

The Committee on Culture and Education proposed that the Government consider and adjust the budget allocation towards focusing more on the 2028-2030 period to suit the practical work of preparing and implementing activities and the ability to disburse capital to implement the Program; review and evaluate the ability to disburse capital to implement the Program in 2025. At the same time, it proposed that the Government direct relevant ministries and branches to continue to coordinate in reviewing to determine resources to implement the Program to ensure feasibility.
