The National Assembly Standing Committee met and considered many important contents.

According to the program, this morning, August 11, the 48th session of the National Assembly Standing Committee will open. The session will take place from August 11 to 13, with a backup.

At this session, the National Assembly Standing Committee will consider and give opinions on many important contents.

In particular, after the opening speech of National Assembly Chairman Tran Thanh Man , the National Assembly Standing Committee will review the National Assembly's report on people's petitions in July 2025.

Then, review the report of the thematic monitoring delegation on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources.

In the afternoon, the National Assembly Standing Committee gave opinions on explaining, accepting and revising the draft Law on State of Emergency.

Provide opinions on the explanation, acceptance and revision of the four draft laws on Extradition, the Law on Transfer of Persons Serving Prison Sentences, the Law on Mutual Legal Assistance in Civil Matters, and the Law on Mutual Legal Assistance in Criminal Matters.

According to Vietnam Social Security, people participating in family health insurance will receive support for their contributions from the State.

Specifically, the health insurance premium for the first person is 4.5% of the basic salary, or VND2.34 million/month. The second, third, and fourth persons pay 70%, 60%, and 50% of the first person's premium, respectively. From the fifth person onwards, the premium is 40% of the first person's premium.

According to the law, participants are free to choose their initial medical examination and treatment facility, with the health insurance fund covering 80% of the medical examination and treatment costs, without any restrictions on the type of disease, age, number of treatment days or total cost.

There are more than 2,400 types of drugs and about 9,000 medical technical services covered by the health insurance fund. Among them are many drugs for treating cancer, cardiovascular diseases, rare diseases, etc.

In the first half of 2025, the total outstanding loans of 28 banks reached 15 million billion VND, an increase of nearly 10% compared to the end of 2024.

Of which, BIDV, VietinBank, Agribank and Vietcombank continue to be the "quad" holding the dominant position with a total outstanding debt of 7.49 million billion VND, accounting for half of the entire industry.

BIDV (BID) is the largest lending bank in Vietnam with total outstanding loans at the end of June 2025 reaching VND 2.14 million billion, up 6% over the beginning of the year.

Coming in second is VietinBank (CTG) with total outstanding loans of VND1.89 trillion, recording a growth rate of nearly 10%.

Agribank ranked third with VND1.85 trillion, up 7.5% compared to the beginning of the year, of which domestic loan balance reached VND1.8 trillion.

Finally in the Big4 group is Vietcombank (VCB) with total outstanding debt of 1.55 million billion VND, up 7.3% compared to the beginning of the year.

According to a recently released report, Visrating - a credit rating agency with capital from Moody's - said that in August 2025, there will be 36,000 billion VND of bonds maturing - the highest level of the year.

Of these, Visrating assessed that there were 1,200 billion VND of bonds with high risk of first payment delay. These bonds were issued by 2 real estate companies with "extremely weak" credit profiles.

In addition, there are 14,400 billion VND of matured bonds that have delayed coupon payments, including 10,500 billion VND from 4 companies related to Van Thinh Phat Group. Other bonds were issued by Novaland, Trung Nam and Hai Phat - these businesses are all in the process of debt restructuring.

On the other hand, Visrating said that since the beginning of the year, the total value of bonds issued to the public has reached VND41,000 billion, the highest level in recent years.

In July 2025 alone, Saigon - Hanoi Commercial Joint Stock Bank (SHB) and Vietnam Bank for Agriculture and Rural Development (Agribank) issued secondary bonds to the public with terms of 7 and 10 years, respectively, with floating interest rates linked to the average 12-month deposit interest rates of 4 state-owned banks, with a difference of 300 and 180 basis points, respectively.

Meningococcal disease causes death within 24 hours

At the scientific workshop "Optimizing prevention of invasive meningococcal disease: From clinical evidence to real-life data" recently held in Ho Chi Minh City, experts warned that this is a dangerous acute infectious disease that can cause death within 24 hours if diagnosis and treatment are delayed.

Respiratory disease can occur at any age but is more common in children under 1 year old, adolescents aged 14 - 23, the elderly, people with weakened immune systems and people living in crowded environments.

The disease can cause sepsis, brain damage, with a mortality rate of up to more than 50% if not treated promptly.

Even with proper treatment, 5-10% of cases die and more than 10% of survivors suffer severe sequelae.

Each year, the world records more than 1.2 million cases and 135,000 deaths, most of which occur in healthy people.

In Vietnam, the incidence rate is 2.3/100,000 people, ranking 6th among the 10 infectious diseases with the highest mortality rate. The disease is prevalent all year round, easily breaking out in the fall - winter - spring, especially in mountainous border areas.

In addition to vaccination, experts recommend applying additional preventive measures such as following instructions when in contact with sick people, wearing masks, maintaining personal hygiene, washing hands, gargling and cleaning the nose and throat.
