General Secretary To Lam set a goal of striving for each person to have a health check-up at least once a year, raising the average life expectancy of people from 74.5 years old to 80 years old.

On the afternoon of April 15, General Secretary To Lam met with veteran revolutionary cadres, meritorious people, and exemplary policy families, on the occasion of the 50th anniversary of national reunification (April 30, 1975 - April 30, 2025).

Commune level must handle all administrative procedures related to people.

Summarizing the country's achievements, the General Secretary announced the good news that from the 2025-2026 school year, the State will exempt tuition fees for children from kindergarten to high school. Many social policies will continue to be implemented to improve the quality of people's daily lives, especially for workers, the elderly, the disadvantaged in society, and those who have contributed to the country.

Noting that many people are supported by health insurance, the General Secretary set the goal of "striving for each person to have a health check-up at least once a year"; striving to increase the average life expectancy of people from 74.5 years old to 80 years old by 2045-2050.

The Central Committee identified three key tasks to be carried out from now until 2030. These are to maintain a peaceful, secure and orderly environment for national development; to develop the socio-economy rapidly and sustainably; to improve the lives of the people, especially the workers, to satisfy the increasingly high demands for material and spiritual life of the people, all for the people.

"The recent 11th Central Conference is considered a historic conference in our country's revolutionary journey. The Central Executive Committee highly agreed on the contents related to the arrangement of the political system's apparatus, the arrangement of administrative units of the 2-level local government organization with a long-term vision for at least 100 years, ensuring the formation and expansion of new economic, social and cultural development space suitable for the country's development and integration," said the General Secretary.

In particular, the new local government model has 2 levels, which are provincial level (provinces and centrally-run cities) and communal level (communes, wards and special zones under provinces and cities).

The number of provincial-level administrative units after the merger will be 34 provinces and cities, including 28 provinces and 6 centrally-run cities. Commune-level administrative units will be reduced by about 60-70% compared to present and will not be organized at the district level.

According to the General Secretary, with the new administrative organization model, the provincial level is both the level that implements the policies of the Central Government and the level that issues policies in the province and city. In addition, the provincial level also directly directs and manages the activities of the commune level within the area.

At the commune level, policies issued by the central and provincial levels are mainly implemented. The commune level is also strengthened in decentralization and delegation of authority and has the authority to issue legal documents to decide on the organization of law enforcement in the area and decide on issues within its authority.

The General Secretary said that all administrative procedures and issues related to people must be resolved at the commune level. People do not have to go to the province or the central government to resolve their work.

"If all the people's problems are not solved at the commune level, no other administrative level can solve them. All administrative procedures are at the commune level. Many things have been reformed recently and the people agree and support it," the General Secretary shared.

The General Secretary cited education as an example, where the commune chairman must manage and know immediately how many children are old enough to go to school. According to state regulations, children of school age must go to school, and the state must even waive tuition fees.

"The commune level must take care of enough schools and teachers, no longer having to wait or ask the Ministry of Education and Training to grant teacher quotas for recruitment exams," said the General Secretary.

Regarding health, the General Secretary stated that "every citizen should have at least one health check-up" and that the commune government must know the health status of the people. The commune level must know how many people in the commune have diseases related to blood pressure, heart disease, liver disease, eye disease, etc. From there, there will be plans to train doctors, purchase medicine, care for and protect health.

"If the commune cannot do anything for the people, then it has not completed its mission. The commune must be close to the people, close to the people, and understand their demands," the General Secretary requested. If it cannot be resolved, the commune must report and make a decision, and cannot let the people go to the province themselves.

Waste is a very alarming problem.

Regarding preparations for the 14th Congress, the General Secretary said that the draft contents of the documents have basically been completed. These documents will be sent to Party organizations for comments and then widely consulted with the people.

"How can we make the Party's documents truly reach the people's hearts, represent the people's legitimate rights and interests, and for the people's free, prosperous, and happy lives? Let the documents be the compass to make the country increasingly stable, develop, and improve the people's lives," the General Secretary emphasized.

Party committees and inspection committees at all levels have disciplined 107 party organizations and 3,209 party members. Notably, among the 70 cadres under the Central Committee's management who were disciplined, there were 28 Central Committee members and former Central Committee members, including: 3 key leaders; 3 deputy prime ministers; 6 ministers; 10 secretaries; former secretaries of provincial party committees; 11 deputy ministers and former deputy ministers; 26 chairmen and former chairmen of provinces; 4 deputy secretaries and former deputy secretaries of provincial-level parties.

Regarding the prevention and fight against corruption and negativity, the General Secretary said that the Politburo and the Secretariat highly agreed on the policy of promoting the prevention and fight against corruption and negativity and decided to add the content of preventing and fighting waste, creating a trio that needs to be eliminated: "corruption, waste and negativity". This decision creates a great deterrence and warning.

The General Secretary warned that waste is a very alarming problem, in some aspects causing more damage than corruption and negativity.

In the process of organizing Party Congresses at all levels, rearranging and reorganizing the administrative system, organizing cadres, relocating agency headquarters, not organizing at the district level, reorganizing at the commune level will not eliminate the situation of "muddy water, fattening the heron", "fighting for the light, fighting for the dark"...
