Clearly demonstrate the spirit of innovation and desire to rise up

Implementing the Central Government's Decisions, from July 1, 2025, Tuyen Quang and Ha Giang provinces merged into Tuyen Quang province, with the administrative center located in Tuyen Quang city (before the merger). At the same time as the merger of administrative units, the Executive Committee of the Tuyen Quang Provincial Party Committee and the Ha Giang Provincial Party Committee also merged into the Tuyen Quang Provincial Party Committee.

Party committees and authorities at all levels have closely followed the direction of the Politburo, Secretariat, Government, National Assembly and Provincial Party Committees, seriously and synchronously implementing the contents of reorganizing the apparatus and administrative units at all levels.

The organization of the Congresses of Party organizations ensured the correct procedures and regulations on programs and contents, and was supported and highly appreciated by cadres, party members and people. The breakthrough resolutions of the Politburo bringing the country into a new era were thoroughly grasped, concretized and fully implemented by the Provincial Party Executive Committee and the Provincial Party Standing Committee, achieving many outstanding results. The new rural construction program achieved many important results with 16 communes meeting new rural standards, 3 communes meeting advanced standards and 4 model communes in 2025. The multidimensional poverty rate decreased by an average of 5.87%/year. The work of preserving and promoting traditional cultural identity associated with tourism development was focused on. The quality of education has changed significantly. The rate of people with health insurance cards reached 95.86%. The work of eliminating temporary and dilapidated houses was implemented drastically and extensively, mobilizing the whole society to respond. National defense and security are given increased attention, building an all-people national defense associated with an increasingly solid people's security posture and a people's hearts posture; national border sovereignty is maintained.

In addition to the achieved results, the province also frankly acknowledged a number of difficulties and limitations, showing the urgent need to innovate development thinking, improve management capacity, and select and arrange high-quality staff in the context of the new province having a larger economic-administrative space than before.

After listening to the report and opinions exchanged at the working session, in his concluding remarks at the working session, General Secretary To Lam emphasized that the Party Committees, authorities and people of Tuyen Quang and Ha Giang provinces have promoted the spirit of solidarity, strong will, overcome challenges and achieved many important achievements. After the merger, the two-level local government apparatus quickly went into stable and smooth operation.

On behalf of the Party and State leaders, the General Secretary warmly commended, highly appreciated and sincerely thanked the persistent efforts of the political system, business community and people of Tuyen Quang province.

To effectively exploit the potentials and advantages of the new Tuyen Quang province after the merger, the General Secretary suggested strengthening the building and rectification of the Party and a clean and strong political system; promoting democracy and the strength of great solidarity among ethnic groups.

The General Secretary noted that careful preparation and successful organization of the Provincial Party Congress for the 2025-2030 term are needed, ensuring progress, quality and correct political orientation. This is a major event, a milestone that opens a new development stage for the entire administrative-economic-social space of the province. The preparation process needs to be serious, methodical, synchronous and tight, clearly demonstrating the spirit of innovation, solidarity, intelligence and aspiration to rise up.

The Congress documents must crystallize new thinking, new vision, new development aspirations of a larger, more dynamic and diverse entity; not just a strategic mechanical addition of the two old provinces but truly a qualitative shift in development thinking, governance model and institutional design; need to comprehensively summarize practices, carefully assess new characteristics after the merger and requirements from integration, digital transformation, green, inclusive and sustainable development; thereby building a vision to 2030, orientation to 2045, in line with the spirit of the draft documents of the 14th Party Congress and the practical conditions of the province.

The General Secretary pointed out that the process of preparing and organizing the congress must also be closely linked with ideological work, propaganda and mobilization to raise awareness, create consensus within the entire Party and political system; arouse the sense of responsibility, the desire to contribute and the determination to innovate throughout society. This is a special time to consolidate solidarity, promote democracy, tighten discipline, and prepare a solid political foundation for new developments.

Seize opportunities, maximize potential and advantages

The General Secretary emphasized that it is necessary to fully exploit potentials and advantages, mobilize all resources to promote rapid and sustainable economic development. This is a central and continuous task, a material foundation to improve people's lives; it is necessary to rebuild the overall socio-economic development strategy for the new Tuyen Quang province in a systematic, scientific and long-term vision, in order to promote the resonance value between regions and shape the province's new position on the national development map; focus on economic development towards green growth, circular economy, digital economy, based on science - technology and innovation; form new productivity, new business methods, new products with high added value.

The General Secretary suggested that with its available potential and advantages, the province needs to restructure the agricultural sector in conjunction with building advanced, exemplary new rural areas; develop commodity agriculture and forestry according to value chains, apply high technology, ensure quality standards and food safety; at the same time build brands and geographical indications for key and endemic products; develop industries with competitive advantages, focusing on processing, manufacturing, and renewable energy; attract investment to develop infrastructure for Thanh Thuy National Border Gate Economic Zone into a comprehensive, multi-sector economic zone, a trade and service center.

The province must turn tourism into a spearhead economic sector, based on effectively exploiting unique cultural values, revolutionary historical relics, intangible cultural heritages, and scenic spots; building unique, professional, and highly competitive tourism products; prioritizing infrastructure development in potential areas such as Dong Van Karst Plateau Global Geopark, Hoang Su Phi Terraced Fields National Scenic Area, Tan Trao Special National Relic Site, Na Hang - Lam Binh Nature Reserve, etc. Improving the quality of culture and society; building Tuyen Quang people to meet the requirements of comprehensive and sustainable development, considering this both a goal and a driving force for development. Thoroughly grasp the spirit of not trading off the environment, culture, and social security for mere growth. Development must be harmonious, ensuring social security, progress, preserving identity, protecting ecology, and using resources effectively, for a more sustainable, balanced, and humane future.

The General Secretary requested that the province continue to synchronously deploy strategic breakthroughs in line with the province's reality and the spirit of the Central Resolutions and effectively deploy resources and new policy mechanisms on education and health to improve physical strength, willpower, quality of life and fairness for the people. Above all, people must be the center and subject of all development strategies; comprehensive investment in education, health, and culture is needed; arousing the spirit of self-reliance and aspiration to rise up, especially among the youth and ethnic minorities, to turn potential into a driving force for sustainable, inclusive and humane development. The province needs to develop urban - rural - ecological spaces in a harmonious, sustainable and modern manner while still preserving its identity.

The General Secretary suggested maintaining political stability, ensuring national defense - security, social order and safety; improving the effectiveness of foreign affairs. This is an important and regular task, creating a peaceful and stable environment for development; stepping up propaganda, mobilization, explaining policies clearly and convincingly to create social consensus, especially in ethnic minority areas, remote and isolated areas; proactively grasping public opinion, promptly handling arising situations, avoiding being passive and surprised.

The General Secretary emphasized that we should continue to perfect the two-level government model, improve the quality of the staff, the spirit of service and the effectiveness of public administration, and complete the positions that are lacking; focus on building a strong team of grassroots staff, selecting people with sufficient political qualities, ethics, practical capacity, innovative thinking, daring to think, daring to do, daring to take responsibility, attached to the people and having a development vision to put them in key positions. At the same time, we should completely resolve the regime and policies for cadres and civil servants affected by the organizational arrangement.

Regarding the recommendations and proposals of Tuyen Quang province, the General Secretary acknowledged the recommendations and proposals and assigned the Central Party Office to synthesize and send them to relevant agencies for urgent study and consideration and resolution according to their authority, with the spirit of maximum support for the province to effectively implement the political tasks of a locality that is a revolutionary homeland and a border province.

In step with the country's progress, inheriting the revolutionary tradition of the homeland and the new spirit, the General Secretary believes that Tuyen Quang will firmly grasp the opportunity, maximize its potential and advantages, and firmly join the whole country in successfully implementing the goal of national development and steadily advancing towards socialism./.
