General Secretary and President To Lam proposed to soon organize scientific seminars and forums to exchange and discuss more deeply some issues and contents in the draft Political Report.

On August 13, at the Party Central Committee Headquarters, under the chairmanship of Comrade To Lam, General Secretary, President, Head of the Party's XIV Congress Document Subcommittee, the Standing Committee of the Document Subcommittee met to give opinions on the draft Political Report developed by the Editorial Team based on the detailed outline of the Political Report approved by the 9th Central Conference of the 13th tenure.

At the meeting, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Standing Member of the Subcommittee, Head of the Document Editing Team presented a report on the work that the Standing Member of the Subcommittee and the Editing Team have carried out since the establishment of the Subcommittee and the Editing Team up to now, and some key tasks for the 13th Central Conference.

Concluding the meeting, General Secretary and President To Lam acknowledged, highly appreciated and commended the efforts of the Document Editorial Team, which worked proactively and responsibly to submit to the Standing Subcommittee the draft of the 5th Political Report.

In addition, General Secretary and President To Lam also noted that the Editorial Team needs to carefully study the resolutions of the Party Central Committee, the Politburo, the Secretariat, the resolutions of the National Assembly and the Government... especially the documents that have just been issued in this term, the new policies and orientations that have been studied and summarized in practice to filter and incorporate new perceptions, important policies and orientations into the draft Political Report.

The political report of the 14th Congress must be a product of intellectual heights, a work that crystallizes the collective intelligence of the entire Party, the entire people, and the entire army, as the late General Secretary Nguyen Phu Trong directed. Democracy and collective intelligence must be promoted, and there must be the participation and contributions of central and local agencies, departments, branches, socio-political organizations, and the people; the participation and contributions of former leaders, intellectuals, researchers, and managers must be sought; and the results of scientific research at home and abroad must be focused on being exploited.

In the past time, the working groups of the Document Subcommittee have conducted practical surveys and worked with a number of ministries, branches and localities. From the results of these surveys and working sessions, it is necessary to find good practices and new models to generalize and raise the theoretical level, contributing to the formulation of policies and guidelines for building and protecting the Fatherland in the new period.

The summary and evaluation of the implementation results of policies and guidelines must be linked to the rapidly changing reality; it needs to be general but cannot be general or emotional; what has matured, is clear, has been proven correct by practice, especially the practice over 40 years of renovation, this time needs to be affirmed and expressed in the Document.

General Secretary and President To Lam suggested organizing scientific seminars and workshops to exchange and discuss in more depth some issues and contents in the draft Political Report. During the discussion and deliberations, it is necessary to be receptive, listen, respect each other's opinions, and create high consensus, especially on new and difficult issues.

General Secretary and President To Lam emphasized that the work of the Subcommittee, the Standing Committee of the Document Subcommittee as well as the upcoming Document Editorial Team is still very large, and there is not much time left until the 10th Central Conference, requiring great efforts to continue perfecting the draft Political Report; it is necessary to continue to spend adequate time and effort, coordinate, and closely and regularly contact the subcommittees and standing committees of other subcommittees to complete this important and meaningful work with the highest quality and on schedule./.
