At the conference, comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council presented the report of the Provincial Party Committee Standing Committee and studied the summary report on the implementation of Resolution 18-NQ/TW. Through presentations and discussions, the Provincial Party Committee unanimously assessed and implemented Resolution 18-NQ/TW. The Provincial Party Committee promptly directed Party committees and Party organizations at all levels to study, thoroughly grasp and widely disseminate the resolution from the province to the grassroots level. Thereby, creating a change in awareness among cadres, Party members and people about the necessity of innovating and rearranging the apparatus of the political system to be streamlined and operate effectively and efficiently. The Provincial Party Committee issued a plan for implementation with a spirit of determination and drasticness; at the same time, directed Party committees at all levels to issue plans, action programs and projects for serious implementation.

Through implementation, the whole province has rearranged the TCBM of affiliated units, reducing 84 departments, offices and 210 department-level leaders of provincial departments, offices and branches; reducing 12 specialized departments and 36 department-level leaders of district-level People's Committees; reducing 6 administrative units under departments, branches, 42 departments, teams, stations, groups and equivalent units and 18 department-level leaders of units under provincial departments and branches; streamlining the payroll, reducing 535 cadres, civil servants and 2,259 public employees associated with restructuring the team of cadres, civil servants and public employees. Pilot models and models of part-time positions have been implemented according to plan, initially showing effectiveness. Implementing the arrangement and reorganization of district-level and commune-level administrative units and merging villages and neighborhoods that do not meet the standards according to regulations; implementing the allocation of budget for allowances according to norms for non-professional workers at commune, village and neighborhood levels; Self-management models in village and neighborhood communities are implemented seriously and in accordance with regulations; through implementation, some models have shown good results.

Speaking at the conference, the Provincial Party Secretary affirmed the province's viewpoint of determining the highest political determination in implementing the Central's policy on streamlining and perfecting the TCBM of the streamlined political system, operating effectively and efficiently. At the same time, he determined that this is a particularly important task, a revolution in streamlining TCBM, requiring a high level of unity in awareness and action throughout the Party and the entire political system, creating consensus among the people. In the spirit of overcoming limitations, shortcomings, overlaps, and confusion in implementing the TCBM arrangement in the previous period, the Provincial Party Secretary requested Party committees at all levels, TCĐs, agencies, units, and localities, first of all, leaders and heads, to be exemplary, proactive, resolute, closely following the policies, orientations, and directions of the Central and the Provincial Party Committee on the arrangement and streamlining of TCBM in the current period; Identify priority work contents and urgently implement them according to the motto "running while queuing", "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; ensure that it is suitable for practice, on schedule according to the direction of the Central and Provincial Party Committees. The rearrangement of the organizational model of provincial agencies must be associated with consistent guiding viewpoints on innovation in the Party's leadership and governance methods; strong decentralization and delegation of power associated with coordination and inspection and supervision; promote democracy along with strengthening discipline; accelerate digital transformation; strengthen the prevention and fight against corruption, waste and negativity in the rearrangement process.

Strictly implement the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility; thoroughly overcome the overlapping of functions and tasks, many cumbersome intermediary organizations; clearly define functions, tasks, working relationships, operating mechanisms, specific responsibilities on the basis of ensuring Party spirit, rationality, legality, ensuring smooth, effective and efficient operations. The apparatus after the reorganization must immediately go into continuous operation, without vacancy, without interruption, without stagnation, without affecting the normal life of the people and the production and business of enterprises. During the implementation process, it is necessary to focus on propaganda work, create consensus and unity in the process of reorganization, propose plans to perfect the TCBM associated with restructuring the team of cadres, civil servants and public employees at the same level as the tasks. Do a good job in political and ideological work, promptly pay attention to resolving policies and regimes for cadres, civil servants, public employees and workers during the process of arrangement and streamlining.

Regarding the plan to arrange and streamline the TCBM in the coming time, the Provincial Party Secretary requested Party committees, TCĐs, levels and sectors to continue to implement the orientation in Conclusion No. 536-KL/TU dated December 6, 2024 of the Provincial Party Committee and Official Dispatch No. 24/CV-BCĐTKNQ18 dated December 18, 2024 of the Steering Committee summarizing Resolution 18-NQ/TW of the Government on orientations and suggestions on some contents on the arrangement of specialized agencies under the People's Committees at the provincial and district levels, ensuring progress and unity, synchronization, quality and efficiency. He assigned the Standing Committee of the Provincial Party Committee to lead and direct Party committees, TCĐs, agencies and units to effectively deploy and implement the arrangement of TCBM of the provincial political system to be compact, strong, efficient and effective. Assign the Party committees, Party executive committees, Party delegations, the Standing Committee of the Provincial Youth Union, the district and city Party Committees directly under the Provincial Party Committee to continue to lead and direct the implementation of the Provincial Party Committee's orientation on the arrangement of the TCBM. Assign the Provincial Party Committee's Organization Board to receive and complete the summary report on the implementation of Resolution 18-NQ/TW, advise the Provincial Party Committee's Standing Committee to report to the Central Steering Committee and advise the Provincial Party Committee's Standing Committee on the plan to arrange and assign cadres in the merged agencies and units. Assign the Provincial Party Committee's Propaganda Department to continue to guide Party committees and TCĐs at all levels to do well in political and ideological work; direct the media agencies to strengthen propaganda work, create high unity within the Party and the entire political system, and consensus among the people on the policies, requirements, and tasks of streamlining the TCBM in the new situation.

Also at the conference, comrade Lam Dong, member of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, announced the Secretariat's Decision on approving the participation in the Provincial Party Committee Standing Committee for the 2020-2025 term for Colonel Nguyen Tuy, Commander of the Provincial Military Command.
