The conference to review the judicial work in the first 6 months of the year and the main tasks and solutions for the last 6 months of 2024 was held this morning, July 10, in Hanoi. The conference was chaired by Deputy Prime Minister and Minister of Justice Le Thanh Long.
According to the report of the Ministry of Justice presented by Deputy Minister Tran Tien Dung at the conference, in the first 6 months of the year, the Ministry of Justice, ministries and branches have developed, submitted for promulgation or promulgated under their authority 292 legal documents (LDOs), equivalent to the same period in 2023. Localities have issued 1,528 LDOs at the provincial level, 1,038 LDOs at the district level and 810 LDOs at the commune level. A number of ministries, branches and localities have issued many documents such as: Ministry of National Defense, Ministry of Public Security, Ministry of Transport, Son La, Thanh Hoa, Ho Chi Minh City, Hanoi...
The Ministry of Justice has closely coordinated with ministries and branches in making proposals and submitting them to the Government for consideration and submission to the National Assembly Standing Committee and the National Assembly for approval of the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program at the 7th session of the 15th National Assembly; submitting to the National Assembly for approval and comments on many important projects drafted by the Ministry of Justice (Law on the Capital, Law on amending and supplementing a number of articles of the Law on Property Auction, Law on Notarization, etc.).
In particular, the appraisal progress has been accelerated, especially the "cluster" of decrees detailing the implementation of the laws on Land, Housing, Real Estate Business, and Credit Institutions to ensure that these laws take effect sooner than expected.
In addition to the positive aspects, the report also pointed out that the law-making work still has certain shortcomings and limitations. The implementation of some provisions of the Law on Promulgation of Legal Documents is not complete and consistent; there is still a situation of supplementing projects and drafts close to the time of organizing sessions and meetings of the National Assembly and the National Assembly Standing Committee, so they have not been considered and added to the program; the situation of backlog and slow issuance of detailed regulations and guidance on the implementation of laws and ordinances has not been completely resolved (by the end of June, there were still 6 backlogs of detailed regulations and this figure has increased since July 1, when many laws came into effect); the handling of illegal documents of some ministries, branches and localities after the conclusion of inspection is still slow.
