Enhance the responsibility and role of heads of agencies and units

On the morning of November 26, presenting a report on anti-corruption work in 2024, Government Inspector General Doan Hong Phong said that in recent times, anti-corruption and anti-negativity work has regularly received attention and direction from Party and State leaders, especially the Central Steering Committee on anti-corruption, waste and negativity.

Ministries, branches, localities and agencies with the function of preventing and combating corruption and negativity have resolutely and synchronously implemented many solutions with very high political determination, achieving many important results, leaving a good impression, spreading strongly in society, receiving the approval, response and high appreciation of cadres, party members and people, enhancing the position and prestige of Vietnam in the international arena.

Through inspection, many violations were detected, administrative sanctions were recommended for 7,629 groups and 8,714 individuals; 372 cases were transferred to the investigation agency for handling according to authority. Through handling complaints and denunciations, 392 people were recommended for handling; 25 cases were transferred to the investigation agency for handling according to authority.

The investigation agencies in the People's Public Security force have investigated 1,538 cases with 3,897 defendants for corruption crimes; have proposed to prosecute 856 cases with 2,686 defendants. The total number of cases requiring execution of criminal sentences for corruption and economic crimes is 12,877, of which 10,944 cases are eligible for execution, and 9,211 cases have been completed.

However, in reality, the process of overcoming loopholes and inadequacies in mechanisms, policies and laws is still slow compared to practical requirements. Some anti-corruption measures have not been fully implemented; the situation of shirking, avoiding, fearing responsibility, and not daring to act has been slowly overcome...

According to the Government Inspector General Doan Hong Phong, in 2025, the Steering Committee's 2025 Work Program and resolutions, conclusions, and directives of the Party, National Assembly, Government, and Prime Minister on preventing and combating corruption and negativity will continue to be effectively implemented. The responsibility and role of heads of agencies, organizations, units, and localities will be enhanced.

In addition, strengthen discipline and administrative order, resolutely rectify and handle the situation of working half-heartedly, avoiding, pushing, and being afraid of making mistakes among cadres and party members...

There is lax management and lack of responsibility of many groups and individuals.

In her review report, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga said that the work of building and perfecting institutions to prevent and combat corruption in some cases has not yet fully met requirements; some Party guidelines and policies have been slow to be fully institutionalized into laws. This situation is one of the factors leading to difficulties in law enforcement; officials are afraid of responsibility, shirk responsibility, avoid responsibility, and are afraid of making mistakes. At the same time, it can lead to officials taking advantage of loopholes in the law to commit corrupt and negative acts.

Regarding the implementation of corruption prevention measures, in 2024, many corruption prevention measures will continue to be promoted by the Government, ministries, branches and localities.

However, the Judicial Committee found that violations of the implementation of publicity and transparency in organization and operation, violations of the implementation of the code of conduct, implementation of norms, standards and regimes still occur in many agencies, organizations and units.

Control of assets and income of people with positions and powers is still limited; the organizational structure in some agencies and units still has many levels and is not really effective; some administrative procedures still have many barriers and are cumbersome...

In 2024, the work of detecting and handling corruption will continue to be promoted; handling thoroughly and strictly backlog, prolonged cases or newly arising cases, related to many ministries, branches, localities...

However, the work of detecting and handling corruption is still limited; the work of self-inspection and self-detection of corruption has not changed. The quality and progress of handling some corruption cases have not met requirements; there are cases that have to be suspended because the acts do not constitute a crime; many cases have to be temporarily suspended because they have to wait for the results of appraisal and valuation.

Assets to be recovered in criminal cases of corruption and economic crimes are still in large backlog; many assets have disputed ownership but their legal status has not been clarified, causing difficulties in the execution phase...

Agreeing with the Government's Report assessing the corruption situation, however, Chairwoman of the Judicial Committee Le Thi Nga stated that corruption and negativity in some areas are still serious and complicated. The violations of corruption and negativity in recent times show that there is lax management and lack of responsibility of many groups and individuals, especially leaders in state management in some areas. The work of inspecting and supervising the exercise of power by people with positions and powers has not received due attention...

“Therefore, it is recommended that the Government summarize, evaluate, and fully identify the limitations and causes to accurately forecast the corruption situation; on that basis, clearly identify the main causes and propose breakthrough solutions to effectively prevent and combat it,” emphasized Chairwoman of the Judicial Committee Le Thi Nga.
