Attending the event were Comrade Nong Thanh Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee; leaders of a number of departments, branches and representatives of enterprises and cooperatives in the province.

Conference on socio-economic situation in 2024 and the first 4 months of 2025. Right from the beginning of the year, the Provincial Party Committee and the Provincial People's Committee resolutely directed departments, branches and localities to proactively implement key issues to promote local socio-economic development, with the motto of action "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough" to continue implementing directives, resolutions, 3 key programs, 3 breakthrough contents of the Provincial Party Committee. Thereby, the socio-economic situation of the province has many positive changes in all fields.

In the first quarter, the GRDP growth rate was estimated at 6.01%; the service sector maintained a good growth rate; agriculture, forestry and fishery continued to play the role of supporting the economy, both ensuring food security and improving people's lives. The production and business sectors changed positively, agricultural, industrial and handicraft production was maintained, the industrial production value increased by 1.11% over the same period last year; the current industrial production value reached 1,500 billion VND.

Trade, service activities and market prices are relatively stable, total retail sales of goods and services reached over 3,000 billion VND, reaching about 24% of the plan, up 9.52% over the same period last year. Total import-export turnover (including supervision turnover) through the province reached over 229 million USD, reaching over 25% of the plan, up 11% over the same period last year . By April 15, 2025, total state budget revenue reached 1,336 billion VND, equal to 68% of the central budget estimate, equal to 64% of the provincial People's Council budget estimate, reaching 210% over the same period in 2024.

Continue to implement breakthrough content on tourism - service development, policies to support community tourism development in the province; organize Pac Bo Festival in Ha Quang district... estimated total number of visitors reached over 460,000, up 34% over the same period; estimated tourism revenue reached over 440 billion VND, up 75% over the same period. Other types of services such as finance, insurance, banking, healthcare, education... operate stably, basically meeting the needs of people and businesses. Cultural - social fields, social security and social welfare work are deployed promptly and in accordance with regulations.

The team of enterprises, investors and cooperatives operating in the province always promote the spirit of self-reliance, solidarity to overcome difficulties and challenges and constantly grow and develop in terms of quantity, quality and production scale. Up to now, the whole province has 2,153 enterprises, with registered capital of VND 25,579 billion, of which 1,336 enterprises are operating, accounting for 52.76% with registered capital of VND 17,454 billion; 450 cooperatives, with 3,835 members, total charter capital of VND 1,047,081 million, of which 294/450 cooperatives are operating, accounting for 65.33%.

Currently, in the province, there are 245 projects, with a total registered capital of over 33,177 billion VND, approved for investment policy and granted investment registration certificates. In general, the team of enterprises and cooperatives is present in most industries and fields of production and business, making important contributions to the stability and development of the socio-economy, solving employment and income for workers, collecting the state budget and implementing social security policies in the locality... Provincial authorities regularly organize dialogue conferences with enterprises and cooperatives by field, industry, and locality to listen to and promptly resolve difficulties and problems in the investment process and production and business activities of enterprises, creating close cooperation and trust between state agencies and the business community.

At the conference, enterprises and cooperatives suggested that the province have a master plan for potential and strong areas such as agriculture, tourism, import and export, warehousing - logistics, exploitation and production of construction materials, etc., so that investors coming to Cao Bang have land for investment and business; continue to strongly reform institutions, simplify and reduce unnecessary administrative procedures; review and adjust support policies for businesses that have been issued but are difficult to implement. In particular, it is necessary to promote propaganda to raise awareness among people and businesses about the importance of science and technology, especially digital transformation, application of AI in management, production and business activities; train, guide and support people and businesses to apply scientific and technological advances, digital transformation; Strengthen propaganda on industrial promotion policies; promote linkage between 3 parties (enterprises, scientists, state); strengthen promotion, infrastructure, and services for tourism, which are not commensurate with the province's potential; price issues, scarcity of construction materials in the area; construction labor costs in the province are lower than in neighboring provinces; need to have an annual land price list for businesses to know and pay taxes in full; quickly clear the land, complete the settlement of projects for businesses.

With the spirit of frankness, openness, receptiveness, listening to and sharing the difficulties and problems of enterprises and cooperatives, the Provincial People's Committee and departments, branches and localities receive and record the opinions and recommendations of enterprises and cooperatives related to the following areas: Basic construction, land, natural resources - environment, transport infrastructure; agriculture; site clearance. Especially, the settlement of opinions and recommendations of enterprises to improve the business environment, enhance the competitiveness index, support enterprises and cooperatives, attract investment...

Concluding the conference, Secretary of the Provincial Party Committee Quan Minh Cuong proposed: The Provincial People's Committee directs and urges departments, branches and localities to continue to advise and respond to opinions, recommendations and proposals of enterprises in the spirit of supporting, accompanying and removing difficulties for enterprises; at the same time, receiving opinions, recommendations, proposed initiatives and solutions of enterprises related to the fields to advise on concretizing them into specific plans and solutions for socio-economic development of the province.

Focus on administrative reform associated with strong improvement of the investment and business environment. Promote the development of e-government and digital government to help enterprises access information and public services quickly and conveniently; regularly organize meetings and dialogues to exchange information, listen to and record feedback and recommendations, on that basis, answer and support the resolution of proposals and recommendations, and remove difficulties and obstacles in investment and production and business activities of enterprises. Focus on thoroughly informing and supervising the team of cadres, civil servants and public employees to improve public ethics, spirit, attitude and responsibility in serving the people and enterprises; fight against bureaucracy, harassment and causing difficulties for enterprises and investors, thoroughly and substantially transform the working style from "management" to "service", taking enterprises and people as the center.

Promote digital transformation support for businesses, promote innovation associated with the application of science and technology. Wish the business community is truly the center, the subject in the recovery and socio-economic development of the province, regularly and strongly participate in the technology transfer process, and enhance capacity in socio-economic fields. Associations and Business Associations continue to enhance their role and responsibility as a bridge representing the voice and legitimate interests of members and businesses in the province.

Departments and branches must carefully review mining licenses, hydropower plant licenses and other investment licenses. Ineffective and violating licenses must be revoked. Enterprises and state management agencies are requested to take advantage of local labor and advantages in the production process, protect the landscape and environment; promote and preserve local traditional cultural values. Continue to improve the investment and business environment, determined to strive to achieve the growth target of 8% or more in 2025, contributing to promoting local socio-economic development.
