'Don't let the artificial intelligence we create beat us'
Sharing about new points in the draft political report submitted to the 14th National Party Congress, the Prime Minister mentioned the rapid development of the 4.0 industrial revolution, especially the development of artificial intelligence (AI).
The head of the Government believes that this development is transforming the state of human activity, the most important thing is "not to let artificial intelligence made by us win over us".
During this term, there was also a huge investment in national defense and security, which was groundbreaking. The Prime Minister analyzed that virtual space and real space are the same, everything that exists in real life is also in virtual space. Therefore, we must do a good job of cyber security, maintaining independence and sovereignty in both cyberspace and territory and borders.
Prime Minister Pham Minh Chinh stated that the growth target was set at 6.5-7%, but then realized that if it was like that, it would be very difficult to complete the two 100-year strategic goals in 2030 and 2045. Therefore, the Government determined that growth must be higher than 8% to have the premise for double-digit growth in the following years.
The Central Committee unanimously identified the private economy as the most important driving force for national economic development. The Prime Minister suggested completing and adding these contents to upcoming documents.

Regarding the new points in the renovation process, the Prime Minister said that the context has changed a lot, identifying three pillars: Building socialist democracy, continuing to perfect the socialist rule-of-law state, and building a socialist-oriented market economy under State management.
The Prime Minister made clear that the consistent orientation is to put the people at the center; not to sacrifice social security to pursue economic growth alone. The Prime Minister also emphasized that growth must be fast but sustainable, because "if we only grow at an average rate, we will fall into the middle-income trap".
Looking back on the 40-year journey of renovation, the Prime Minister assessed that the country has achieved many results. From a country that suffered heavy consequences of war with an economic scale of only about 4 billion USD, by 2024 it had reached more than 470 billion USD, expected to reach 510 billion USD in 2025. Per capita income has increased from over 100 USD to over 4,700 USD.
The Prime Minister affirmed that our country has achieved great and historic victories, but we should not be complacent because the road ahead is still full of difficulties.
He shared that “since the beginning of his term, there has not been a year without difficulties” such as the Covid-19 pandemic; conflicts around the world disrupting the global supply chain, natural disasters and trade wars...
However, the Prime Minister expressed his determination to implement the main targets for the 5-year period 2026-2030, striving for an average GDP growth of 10% or more per year for the 2026-2030 period; GDP per capita by 2030 reaching about 8,500 USD; social labor productivity growth rate reaching about 8.5% per year; total social investment capital averaging 5 years at about 40% of GDP.
The Prime Minister outlined 12 groups of tasks on perfecting institutions and implementing the two-level local government revolution.
Regarding national development in the new situation, the Prime Minister said that there are difficulties and opportunities intertwined with challenges, and it is necessary to make correct assessments to be proactive in strategy.
The head of the Government mentioned the spirit that General Secretary To Lam has repeatedly emphasized, which is to remove institutional obstacles, including the resolute abandonment of the mindset of "if you can't manage, then ban" and "if you don't know, then manage", in order to liberate all productive forces.
The Prime Minister also outlined the direction for building an independent and self-reliant economy to be able to stand firm against all challenges. In the current context, it is even more necessary to be independent and self-reliant, promoting growth momentum in consumption and investment in the context of export momentum facing difficulties. The Prime Minister expressed that the double-digit growth target is very challenging but "it is impossible not to do".

Regarding the arrangement of the apparatus and administrative units at all levels, the Prime Minister stated that the most important goal is to create new development space. Our country today develops rapidly and sustainably, relying on new growth drivers such as green economy, digital economy, circular economy, creative economy, etc. Therefore, we must open up new development space.
Besides, it is necessary to change the state from passively serving the people to actively and proactively serving the people, with the orientation that the government must be close to the people, close to the people, and understand the people.
Along with that, the Prime Minister emphasized the need to reduce intermediaries, reduce administrative procedures, promote digitalization... When procedures are performed in cyberspace, there will be less people, less travel, less costs and work will be done faster.
