On June 25, in Hoai Duc district, Hanoi city, Prime Minister Pham Minh Chinh attended and gave the order to start construction of Ring Road 4 - Hanoi Capital Region and Cao Lanh - An Huu expressway project (phase 1).
The groundbreaking ceremony was held in person combined with online connection between 7 points: Hoai Duc, Thanh Oai, Soc Son, Thuong Tin, Bac Ninh, Hung Yen, Dong Thap.
Attending the groundbreaking ceremony of the Ring Road 4 - Hanoi Capital Region project at Hoai Duc bridge point were Politburo members: Prime Minister Pham Minh Chinh, Secretary of the Hanoi Party Committee, Head of the Steering Committee for the implementation of the Ring Road 4 - Hanoi Capital Region investment and construction project Dinh Tien Dung.
Also attending the groundbreaking ceremony of these two important projects at the bridge locations were Deputy Prime Minister Tran Luu Quang; leaders of central ministries, departments and agencies; leaders of Hanoi, Bac Ninh, Hung Yen, Dong Thap cities and representatives of people from localities in the region.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said: Infrastructure investment, including transport infrastructure, is one of the three strategic breakthroughs of the Party and State in socio-economic development. This is an extremely important task and with the target transport infrastructure approved by the National Assembly, by 2030 the whole country must have at least 5,000 km of expressway; by 2025 it will be 3,000 km. The groundbreaking of Ring Road 4, along with the projects that have been and are being implemented and constructed recently, if we focus on implementing on schedule and according to plan, by 2025 we will have over 3,000 km of expressway by 2025, basically achieving the target set by the National Assembly.

Regarding the Ring Road 4 project, the Prime Minister assessed: The National Assembly has just approved the implementation policy for 1 year, but Hanoi, Bac Ninh, and Hung Yen have achieved over 80% of the site clearance work to meet the conditions for starting construction, which is an effort. The Prime Minister requested Party committees and People's Committees of provinces and cities to implement site clearance and relocate technical infrastructure to ensure the handover of 100% of the site area in the third quarter of 2023 (no later than December 31, 2023). Accordingly, special attention is paid to resettlement work, supporting production stabilization so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than the old place. This is the consistent viewpoint of the Party; requesting Party committees and local authorities to pay attention and direct the implementation.
The Prime Minister hopes that people whose land is recovered for the project will continue to support the major policies of the Party and State; create conditions for localities and units to implement the project effectively, safely, promptly and with quality, ensuring technical and aesthetic standards. In addition, design consultants and supervisors will strengthen their responsibility to regularly inspect and supervise to ensure safety, quality and progress. Each individual involved in the project needs to raise their sense of responsibility for their work, innovate their thinking and creativity in their thinking and working methods, contributing to the implementation of component projects on schedule, with quality, without waste or negativity.
The Ring Road 4 Project - Hanoi Capital Region is the first important national project implemented in accordance with the provisions of the Investment Law under the public-private partnership model. At the same time, it is the first inter-regional project implementing Resolution No. 15 dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital and Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.

The project has been approved by the National Assembly in its investment policy in Resolution No. 56/2022/QH15 dated June 16, 2022 and the Government issued Resolution No. 106/NQ-CP dated August 18, 2022 for implementation. The investment project to build Ring Road 4 - Hanoi Capital Region has a length of more than 112 km passing through Hanoi city and the two provinces of Hung Yen and Bac Ninh with a total investment of more than 85 trillion VND.
The Cao Lanh (Dong Thap province) - An Huu (Tien Giang province) expressway construction project with a length of more than 27 km has a total investment of nearly 6 trillion VND, implemented in the form of public investment.
