The Ministry of Construction said that the five expressways mentioned above will be exploited within 7 years from the date of starting toll collection.
The Vietnam Road Administration (VRA) is assigned to collect tolls on the above-mentioned expressways, after meeting the conditions specified in Decree No. 130/2024 of the Government.
According to the Vietnam Road Administration, there are currently 12 expressways that are owned by the State and directly managed and operated under the management of the Ministry of Construction.

In mid-April, the Vietnam Road Administration proposed to collect tolls on five expressways: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay. The proposal is based on the progress of construction of rest stops and intelligent traffic systems on the expressways.
Of which, 4 expressways including: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet do not fully meet the requirements of the Road Law, so the lowest proposed fee is 900 VND/km for cars under 12 seats and trucks under 2 tons; the highest fee for the group of 4 expressways mentioned above is 3,600 VND/km for trucks from 18 tons and up and container trucks from 40 feet and up.
Phan Thiet - Dau Giay Expressway has fully met the regulations on toll collection conditions (4-lane road, with continuous emergency lanes), so the proposed lowest toll is 1,300 VND/km for cars under 12 seats and trucks under 2 tons; the highest toll is 5,200 VND/km for trucks of 18 tons or more and container trucks of 40 feet or more.
According to calculations by the Vietnam Road Administration, if tolls are collected on the 5 expressways mentioned above, about 1,700 billion VND will be paid to the budget each year (after deducting collection costs).
However, the time to collect tolls for the above 5 highways has not been disclosed by the Vietnam Road Administration.
For 7 expressways that are not yet eligible for toll collection, including: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong, My Thuan - Can Tho (including My Thuan 2 bridge), the Vietnam Road Administration will study to continue to develop an exploitation project in the next phase.
Earlier this year, the Vietnam Road Administration drafted two toll levels for expressways managed by the Ministry of Construction, in which level 1 applies to expressways that have been completed and meet standards; level 2 applies to expressways that have not met standards such as not having rest stops, emergency lanes and service roads...
