Removing obstacles and speeding up the progress of the National Highway 14E Upgrade Project

According to the report of Project Management Board 4 - Vietnam Road Administration, Thang Binh commune (section Km15+270 - Km19+400) has handed over 3.37/4.195km (80.33%). Currently, there are still 89 households stuck, of which 39 households are within the scope of the railway overpass and the remaining 50 households are on the route; the relocation of electricity, water and telecommunication systems does not meet the construction progress.

Dong Duong Commune (section Km19+400 - Km32+733) has handed over 12.6/13.265km (95% completion). There are currently 26 plots still stuck.

Mr. Doan Thanh Khiet, Chairman of the People's Committee of Thang Binh Commune, said that the project to renovate and upgrade National Highway 14E is a key project, and the locality is focusing all resources to remove obstacles in compensation and site clearance.

The section within the construction scope of the overpass alone is 63 plots (39 households), with a recovered area of 7.8 hectares.

According to the Land Fund Development Center, Branch 9, cases where compensation plans have not been approved are being expedited. In Thang Binh commune, 12 files have been submitted for appraisal and 48 files have been made public, expected to be completed and submitted for approval before August 20.

In Dong Duong commune, 7 files have been submitted for appraisal, 9 files are still facing legal issues (7 files do not have land prices, 2 files need to adjust the land recovery notice) and are being urgently completed to meet the schedule. For 31 agricultural land plots outside the clearance line (4,225.8m²) and 7 plots of 6 households outside the clearance area, the land price plan and compensation map are being developed.

After the actual inspection, Mr. Tran Chi Cuong, Vice Chairman of Da Nang City People's Committee affirmed that the project to renovate and upgrade National Highway 14E is very important for socio -economic development as well as regional connectivity. Recently, the project has made positive progress and entered the final stage to complete.

Mr. Tran Chi Cuong requested Thang Binh and Dong Duong communes to continue to apply all policies to ensure maximum benefits for people, especially support for career change when moving to a new place. At the same time, divide into groups of issues to analyze, share and propagate for households to understand. The immediate priority is to focus on clearing the land and handing over the land within the line for the contractor to construct.

Regarding the railway overpass section of the project, Vice Chairman of the Da Nang People's Committee Tran Chi Cuong requested units to urgently complete the procedures and documents related to site clearance before September 15. The spirit is to resolve each household thoroughly, thereby creating trust for people to support the compensation policy.

“Time is running out, so units must urgently carry out many tasks in parallel, avoiding the mindset of waiting for each other. Procedures related to compensation records and payment to people must be completed before September 15,” Mr. Tran Chi Cuong emphasized.

In addition, Mr. Tran Chi Cuong noted that it is necessary to ensure traffic safety, environmental sanitation, wastewater systems... so as not to affect the lives of people and vehicles passing through the construction area.
