The conference heard the representative of the Party Committee of the Provincial People's Committee report on the implementation of key projects of the province up to January 15, 2025: the project to develop new urban housing areas in Tan Binh commune and Tien Phong ward; the project to develop residential housing in Dong Hoa commune (Thai Binh city); the LNG electricity - gas center project; the project to invest in the construction of the Provincial General Hospital in the provincial medical center; the project to invest in the construction and business of infrastructure of VSIP Thai Binh industrial park; the Con Vanh golf course project; the project to develop housing in Kien Giang new urban area, Thai Binh city. All key projects are being invested in and have specific progress critical lines, however, they are currently facing some difficulties and problems related to land, site clearance, some procedures for investment and construction of works, etc.

Members of the Provincial Standing Committee and members of the Steering Committee spoke at the conference.

Delegates focused on discussing and clarifying the causes of difficulties and obstacles that have slowed down the progress of some key projects in the province compared to the approved plan, and at the same time discussed and proposed solutions to remove them and promote investment progress.

Speaking at the conference, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, Head of the Steering Committee emphasized: Key projects play a very important role in promoting the socio-economic development of the province, so it is necessary to focus on directing in accordance with the nature of the projects and key works to quickly and thoroughly remove obstacles, promptly complete investment and put into operation.

The Provincial Party Secretary and Head of the Steering Committee requested that the Steering Committee members must determine to resolutely direct the removal of obstacles in site clearance work because this is the key point causing bottlenecks hindering the progress of other tasks in the project investment implementation process. Urgently consolidate the Steering Committee and assign specific tasks to each collective and individual; promote the role of the Steering Committee's Support Team, the responsibility of the heads of departments, branches and localities in directing, removing difficulties, and shortening the implementation time of key projects. Promote and improve the effectiveness of propaganda work to create awareness and consensus among the people to participate in the implementation. Departments, branches and localities must coordinate closely, synchronously and effectively in both directing and supporting, removing difficulties; the Steering Committee will review the responsibilities of irresponsible agencies and units that slow down the progress of projects.

The Provincial Party Secretary and Head of the Steering Committee proposed: Immediately after this meeting, localities and units should focus maximum time, expertise and human resources to organize site clearance, determined to regain the delayed progress and promote early completion of project investment. Research and flexibly apply legal regulations to remove and effectively resolve investment procedures that are stuck; ensure resources for project implementation. The Steering Committee agreed to add a number of projects to the list of key projects of the province to focus on directing in 2025, including the investment project to build the Ninh Binh - Hai Phong expressway, through Nam Dinh and Thai Binh provinces under the public-private partnership model; the Tra Ly riverside urban area project in the center of Thai Binh city.
