The Fund ensures financial independence, does not overlap with the revenue sources and expenditure tasks of the state budget and limits the increase in operating costs and production and business for enterprises and production and business establishments.

Presenting the report explaining and accepting the revision of the draft law, Chairman of the National Assembly's Committee for Science , Technology and Environment Le Quang Huy said that there were opinions suggesting considering adding regulations on energy labeling for construction materials; some opinions agreed with adding energy labeling for construction materials, however, they suggested continuing to review to ensure consistency with some other provisions in the draft law.
According to the National Assembly Standing Committee, the addition of regulations on energy labeling for construction materials is the legal basis for organizing the implementation of measures to use energy economically and efficiently in the construction industry. Incorporating the opinions of National Assembly deputies, the law has stipulated that the head of the central state management agency on construction is assigned to develop specific regulations on this content.
