Accordingly, the Provincial Citizen Reception Committee is a unit under the Provincial People's Committee Office, directly managing the Provincial Citizen Reception Office. In which, the Head of the Provincial Citizen Reception Committee is headed by a Deputy Chief of the Provincial People's Committee Office, the Deputy Head of the Provincial Citizen Reception Committee is equivalent to the Head of a Department-level Division.

The Head and Deputy Head of the Provincial Citizen Reception Committee are appointed and dismissed by the Chairman of the Provincial People's Committee. The civil servants of the Citizen Reception Committee are part of the administrative staff allocated annually by the Provincial People's Committee within the total staff of the Provincial People's Committee Office.
