The project is invested by the Railway Project Management Board, with a total cost of nearly 800 billion VND from increased revenue and regular expenditure savings from the central budget. The project is built to separate the bridge for road vehicles not sharing the railway, minimizing the impact on railway operations and exploitation, and gradually completing National Highway 37 according to the plan.

According to the design, the starting point of the project intersects with National Highway 37 at Km16+872 in Cam Ly Commune (Luc Nam); the end point is at Km20+139 in Bac Lung Commune (Luc Nam). The total length of the route is about 3,267 m, involving 11.16 hectares of land of 302 households and individuals in Cam Ly Commune and Bac Lung Commune that must be recovered.

The scale of investment and construction includes a level III plain road, 2 lanes, 12 m wide roadbed; construction of a new Cam Ly road bridge unit over 631 m long (parallel to the current Cam Ly bridge) for exclusive exploitation of road traffic and a railway overpass on the Kep - Ha Long railway line nearly 288 m long, designed with reinforced concrete, prestressed reinforced concrete, 12 m wide.

It is known that recently, contractors have focused on mobilizing vehicles and human resources to strengthen the construction teams. Up to now, the contractor has completed the construction of a number of bored piles; is constructing a number of pier bases; excavating the organic soil layer, filling the roadbed with sand and driving bamboo piles on the road leading to the bridge...

Speaking here, a representative of the Railway Project Management Board said that according to plan, the above project will be completed this year, therefore, some items within the scope of the project are stuck with land clearance and need to be cleared by early May.

According to the report of the People's Committee of Luc Nam district, up to now, the locality has cleared about 5 hectares of land and handed it over to the contractor for construction. The locality has completed and publicized the draft compensation and support plan for the remaining households.

However, the site clearance process still faces difficulties and obstacles. The project currently has 14 households whose land is recovered and subject to resettlement, requesting to be arranged for residential land in the locality, but Bac Lung and Cam Ly communes no longer have residential land. In addition, in the project area, there are 25 households who have built houses on the land many years ago but have not been granted land use right certificates, and it is difficult for the authorities to determine the conditions for granting the certificates.

Within the construction area, there are still a number of medium and low voltage power poles that must be moved along both sides of Highway 37, but there is currently no land to bury the poles.

Comrade Phan The Tuan discussed and mobilized people to support the project.

Through on-site inspection and listening to the report, comrade Phan The Tuan acknowledged the initial results in site clearance and construction progress of the investor.

He emphasized that the completion of the construction of the new Cam Ly bridge and the railway overpass on the Kep - Ha Long railway line is of great significance, aiming to strengthen connectivity, improve operational capacity, ensure traffic safety, and meet the transportation needs of the two provinces of Bac Giang and Hai Duong to localities in the key economic region of the North. At the same time, it promotes socio-economic development, ensures national defense and security.

Therefore, he suggested that Luc Nam district should continue to do a good job of propaganda and create consensus from the people to speed up the site clearance progress. At the same time, he urgently directed the specialized agencies and the two communes of Cam Ly and Bac Lung to work with households whose land must be cleared to agree on a suitable resettlement plan and promptly hand over the clean site to the investor.

For households without land use right certificates, Luc Nam district will verify the origin of the land to have a legal basis for consideration and settlement, and carry out compensation in accordance with the provisions of law.

Bridge construction area.

The Department of Construction works with the Railway Project Management Board to calculate the location of the electric poles. The Department of Agriculture and Environment focuses on supporting and guiding Luc Nam district to promptly remove difficulties in the process of compensation and site clearance.
