The National Assembly Standing Committee has just passed a Resolution on administrative unit arrangement in 2025, which includes a number of changes compared to the previous draft.

Specifically, regarding the standards of commune-level administrative units after the rearrangement, mountainous and highland communes must have a natural area of 200% or more and a population size of 100% or more of the standards of the corresponding communes prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
Communes that are not in the above category and are not part of district-level administrative units on islands must have a population size of 200% or more and a natural area of 100% or more of the standards of the corresponding communes prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
The following wards shall have a natural area of 5.5 km2 or more. Wards in centrally-run cities must have a population of 45,000 or more. Wards in mountainous, highland, and border provinces must have a population of 15,000 or more. The remaining wards must have a population of 21,000 or more.
In case of arranging 3 or more commune-level administrative units into new wards, these criteria do not need to be considered.
In case the commune-level administrative unit after the arrangement cannot meet the orientations on these standards, the Government shall report to the National Assembly Standing Committee for consideration and decision.
Data on natural area and population size as the basis for administrative unit arrangement are calculated as of December 31, 2024.
Regarding naming provincial-level administrative units after the rearrangement, the Resolution proposes to name them after one of the administrative units before the rearrangement.
The name of a commune-level administrative unit must be easy to read, easy to remember, concise, systematic, scientific, consistent with the historical and cultural traditions of the locality, and approved and supported by the local people.
It is recommended to name commune-level administrative units according to serial numbers or according to the names of district-level administrative units (before arrangement) with serial numbers attached to facilitate digitization and updating of information data.
The name of a commune-level administrative unit must not be the same as that of an administrative unit of the same level within the scope of a provincial-level administrative unit or within the scope of a provincial-level administrative unit expected after the arrangement.
The Resolution takes effect from April 15.
