The conference was held in a combination of in-person and online formats to more than 600 locations in provinces, cities, communes and wards nationwide. Comrade Tran Huu Linh - Director of the Department of Domestic Market Management and Development chaired the conference.

Attending the conference at Lai Chau province were comrades: Hoang Ninh - Deputy Director of the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ); Dong Van Thuc - Deputy Director of the Department of Industry and Trade; leaders of departments and units under the department; representatives of the People's Committees of communes and wards; leaders of the Department of Economy, Infrastructure and Urban Areas of wards; Department of Commune Economy; experts in charge of the field of industry and trade.

At the conference, delegates were trained by leaders of the Import-Export Department and the Department of Domestic Market Management and Development (Ministry of Industry and Trade) on issues related to decentralization in the field of import and export, including: Origin of goods, licensing of import of unmanned aerial vehicles.

In the afternoon, at the Lai Chau provincial bridge, delegates were directly presented by Mr. Hoang Ninh - Deputy Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) with the core contents of the Government's resolutions and circulars of the Ministry of Industry and Trade: Decree No. 139/2025/ND-CP dated June 12, 2025 of the Government on the delimitation of authority of local authorities at 2 levels in the field of State management of the Ministry of Industry and Trade; Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of industry and trade; Circular No. 38/2025/TT-BCT dated June 19, 2025 of the Ministry of Industry and Trade amending and supplementing a number of regulations on decentralization of administrative procedure implementation in fields under the management of the Ministry of Industry and Trade; Circular No. 40/2025/TT-BCT dated June 22, 2025 of the Ministry of Industry and Trade regulating the issuance of Certificates of Origin of goods and written approval for traders to self-certify the origin of exported goods according to Clause 6, Article 28 of Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of industry and trade...

Also at the conference, delegates discussed and answered some difficulties and problems in the process of implementing tasks in the field of industry and trade when implementing the 2-level local government model.

The conference aims to equip knowledge and skills for cadres and civil servants, especially provincial and communal level cadres and civil servants (new) after the arrangement, on basic issues of operating local governments at two levels and receiving authority, defining functions, tasks, decentralization, and delegation of power from the central to local levels.
