Previously, implementing the direction of the Steering Committee for urban development and administrative unit arrangement (ADU), the Provincial People's Committee issued a plan, clearly defining the tasks and work to be performed, the completion schedule and responsibilities in implementing Resolution No. 1241 of the National Assembly Standing Committee.
Create consensus to implement the resolution
Since the policy was issued, Quang Nam has focused on doing a good job of propaganda, establishing a Steering Committee and assigning specific tasks to relevant sectors and localities in implementing the Project on arranging administrative units at district and commune levels in the province for the period 2023 - 2025.
During the implementation process, except for the project to merge Tien Son and Tien Cam communes (Tien Phuoc) which had to hold a second conference to collect voters' opinions, in the remaining localities, voters were highly unanimous with the draft project to merge administrative units that was put out for comments.
Receiving high consensus among cadres, party members and people, the project was completed ahead of schedule as required by the Ministry of Home Affairs. The project was highly appreciated by the Central Inter-sectoral Appraisal Council and the National Assembly Law Committee; the National Assembly Standing Committee issued a resolution approving it in accordance with the plan proposed by Quang Nam province.
It should be added that, in order to resolve the difficulties and problems identified due to the implementation of the policy of merging administrative units, especially those related to the settlement of redundant staff, the Provincial People's Committee has submitted to the Provincial People's Council resolutions on the regime and policies for cadres, civil servants, public employees (CBCCVC), and redundant workers due to the arrangement of administrative units. Regulations on the level of financial support for district-level and commune-level administrative units implementing the arrangement; regulations on support policies for labor contracts that are redundant when arranging district-level administrative units in the period of 2023 - 2025.
Resolution No. 1241 of the National Assembly Standing Committee takes effect from January 1, 2025. Accordingly, Quang Nam province reduces 1 district-level administrative unit (rearranging Nong Son and Que Son districts to establish a new Que Son district) and 8 commune-level administrative units. In Plan No. 8943, dated November 18, 2024, the Provincial People's Committee assigned the Department of Home Affairs - the Standing Agency of the Steering Committee to monitor, inspect, guide and urge the implementation of Resolution No. 1241. Periodically or suddenly advise the Provincial People's Committee to report on the results of implementing related tasks in the plan to the Steering Committee and the Ministry of Home Affairs according to regulations.
Along with that, advise the Provincial People's Committee to decide on the list and number of job positions and continue to streamline the payroll, restructure the staff according to the resolutions and conclusions of the Party, regulations of the law and in accordance with the actual situation of the locality. Coordinate with the People's Committee of Que Son district to develop a plan to arrange and resolve redundant cadres and civil servants after the reorganization of Que Son and Nong Son districts.
Director of the Department of Home Affairs Tran Thi Kim Hoa shared that the Provincial People's Committee organized a ceremony to announce Resolution No. 1241 of the National Assembly Standing Committee to all people in Quang Nam province about the arrangement of a number of administrative units at district and commune levels in the period of 2023 - 2025.
Especially in localities implementing the arrangement of administrative units at district and commune levels in the period of 2023 - 2025 to create high consensus and unity when organizing the implementation of Resolution No. 1241. Thereby creating motivation to continue to successfully carry out political tasks in units, localities and the whole province.
Organizational arrangement, redundant staff
On the basis of merging Que Son district and Nong Son district, on November 29, 2024, the Standing Committee of the Provincial Party Committee issued a plan to arrange the Party organization, apparatus; arrange and assign the staff of the new Que Son district.
With the principle of merging the Party, government, Fatherland Front, socio-political organizations, and similar units of the two districts, ensuring compliance with the principles and regulations of the law.
The number of leaders, managers, and the number of civil servants and public employees in the Party, government, Fatherland Front, socio-political organizations, and public service units of the new district must not exceed the total number of leaders, managers, and the number of civil servants and public employees before the arrangement.
No later than 5 years from January 1, 2025, the number of leaders, managers and the number of civil servants and public employees of agencies and organizations in the administrative unit after the rearrangement must comply with regulations.
According to the issued plan, regarding the arrangement of the Party organization, 2 grassroots Party Committees (1 military Party Committee, 1 public security Party Committee) will be merged; 33 grassroots Party cells in Party agencies, government, the Front and socio-political organizations, and public service units under the Nong Son District Party Committee will be merged into the corresponding Party organizations of agencies and units under the Que Son District Party Committee.
Merge the Son Vien Commune Party Committee and the Que Loc Commune Party Committee. Merge the remaining grassroots party organizations of the Nong Son District Party Committee into the Que Son District Party Committee. The new Que Son District Party Committee has 21 Party Committees and 42 grassroots Party cells; 217 Party cells directly under the grassroots Party Committee; 4,892 Party members.
Regarding the arrangement and deployment of the staff, in the immediate future, the standing committees of the district-level Party Committees of the two districts will be merged into the original status; a new Secretary and Chairman of the People's Council of Que Son district will be appointed; 4 Deputy Secretaries will be appointed (including 1 Deputy Secretary and Chairman of the District People's Committee); 1 Deputy Secretary who is not old enough to be re-elected will be encouraged to retire early; 1 Deputy Secretary will be assigned to the province or another locality.
In total, the two districts have 22 members of the Provincial Party Standing Committee. The plan is to arrange 20 comrades in the new Que Son district and arrange 2 comrades to work in the province or in other localities.
For the 67 District Party Committee members, the plan is to arrange 63 comrades in the new Que Son district and arrange 4 comrades to work in the province or in other localities...
Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Steering Committee for Urban Development and Administrative Unit Arrangement of the province requested Party committees, Party organizations, leaders of agencies, units and localities to continue to strengthen propaganda and mobilization work to create consensus in the political system, Party members, civil servants and public employees, and people on the arrangement of administrative units.
Implement the work of arranging, organizing the apparatus, assigning redundant civil servants; arranging and reorganizing public assets after arranging administrative units at district and commune levels to ensure compliance with current regulations, avoiding loss and waste.
