At the program, delegates said that after the Resolution No. 45-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period, the Ho Chi Minh City Party Committee has Action Program No. 49-CTrHD/TU dated February 26, 2024 on implementing Resolution No. 45-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period. Currently, the City People's Committee is developing a plan for implementation.

As a city with the most important and vibrant economic, cultural, educational and international exchange activities in the country, this reality has been recognized and applied to the leadership of the city for many years. The birth of Resolution No. 27-NQ/TW, dated August 6, 2008 on building a team of intellectuals in the period of promoting industrialization and modernization of the country in the national development strategy has become an important milestone for the work of gathering, rewarding and developing the team of intellectuals of the city, which has a tradition of valuing the work of gathering and calling on Vietnamese intellectuals to contribute to the cause of national reconstruction and development.

The city has invested in building institutions to create a modern, professional working environment, attracting scientific and technological intellectuals to participate in research, study, production, and promote the development of an innovative startup ecosystem. Currently, the city has more than 21,210 individuals working in the field of science and technology; 135 strong, dynamic research groups participating in international cooperation. The Overseas Vietnamese Science and Technology Club attracts about 200 intellectuals working in many fields in participating countries.

Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city will absorb the opinions of the delegates attending the conference to concretize them into detailed actions in the plan of the City People's Committee. From there, it will help the city have a system of policies to promote the intellectual team, the scientific team in the construction and development of the city. Specifically, it is a policy to develop the intellectual team, train the intellectual team, connect with the intellectual team outside, and attract talent.

Sharing with the intellectuals of Ho Chi Minh City, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen also emphasized that the country is preparing to enter a new era - the era of national development. In which, the role and contribution of the intellectuals is very important.

In recent times, Ho Chi Minh City has institutionalized and issued many mechanisms and policies to attract and reward intellectuals. However, there are still many things that Ho Chi Minh City must do more to overcome shortcomings and limitations.

The Secretary of the Ho Chi Minh City Party Committee said that Ho Chi Minh City must have policies and mechanisms to create corridors and spaces for intellectuals to have favorable conditions to develop and contribute more to Ho Chi Minh City and the country.

“The important thing is the breakthrough mechanism and policies to strongly attract and make use of talents, scientists and technologists with high expertise at home and abroad in emerging fields today,” the Secretary of the Ho Chi Minh City Party Committee emphasized.
