According to the Vietnam Road Administration, all national highway maintenance projects have applied scraping and recycling technology, in which hot recycling has a standard of utilizing 50% of aggregate.

In 2025, the Vietnam Road Administration will cooperate with Japanese partners to research and increase the recycling rate to 75%. At the same time, relevant agencies will review and supplement regulations on the application of this technology in the construction and repair of traffic works.

Currently, Japan has applied recycling technology up to 95% and has regulations requiring road works (except highways) and repair works with an area of over 500m² to apply recycling technology.

Hot recycling technology is a method of regenerating old pavement by using heat to soften and recycle the asphalt layer, then mixing it with new material and spreading it again, forming a new pavement layer.

This technology is being widely applied in the repair, upgrade and maintenance of traffic works, due to its advantages of saving materials and costs, minimizing construction waste, fast construction, and minimizing environmental impact.
