Improving water supply capacity

Identifying the expansion of the water supply system to non-urban areas, especially remote, border and island areas of the province as an important task in the current period, Quang Ninh Clean Water Joint Stock Company proactively reviewed the entire existing water supply system, with special attention paid to areas without a network, or with a network but people have not connected to use clean water, to develop an implementation plan. The Company has strengthened its work with local authorities to promote coordination in implementing investment in expanding the water supply system. Up to now, the Company's water supply system has been and is being expanded to localities in the province with many large and small projects.

In Dong Trieu City, by the end of 2024, the rate of people using clean water in urban areas will reach 73.47%, an increase of 2.58% compared to 2023, of which Mao Khe ward will reach the target of using clean water of 98.3%; the rate of people using clean water outside urban areas will reach 23.06%, an increase of 12.05% compared to 2023, no area has reached the target of over 70%. In order to quickly cover the water network for people in Dong Trieu City, in early 2025, Quang Ninh Clean Water Joint Stock Company has developed a plan, deployed the connection to expand the pipeline system, water supply coverage, and increased the rate of people using clean water in the central area as well as in the suburban areas.

In March 2025, the Company coordinated with local authorities to review and invest in infrastructure and connecting pipes to households in Trang An Ward (Dong Trieu City). Thereby, meeting the clean water needs of the people. Mr. Tran Huu Chung, Vice Chairman of Trang An Ward People's Committee, said: Currently, there are 1,822 households in the ward, most of whom have a need for clean water. In 2024, Quang Ninh Clean Water Joint Stock Company invested in more than 4,000m of D225 pipes and over 3,900m of domestic water supply pipes for people. By the end of the first quarter of 2025, the ward had more than 400 households registered and connected to use clean water and Dong Trieu Water Enterprise (Quawaco) was connecting water pipes to their homes. The locality hopes that Quang Ninh Clean Water Joint Stock Company will continue to invest in a water pipeline network to supply all residents in the ward, striving to have over 93% of households in the ward using clean water by the end of 2025.

Mr. Nguyen Van Tuyen (Group 1, Trang Bang 2 area, Trang An ward) said: Previously, my family and other households here mainly used well water, the water had a scum phenomenon, during use it was not safe for health. My family had to use a filtration system before daring to use it every day. Since the end of March 2025, my family has had water pipes installed into the house for use. I find the water very clear, odorless; clean water is available 24/7. Having this clean water source has met the long-standing wishes of our people. From now on, the source of domestic water in the family is guaranteed, helping people feel more secure when using it.

Mr. Trinh Xuan Toan (Trang Bang 2 area) shared: My family develops a farm model, so having a clean water source for daily life and production is always what we want. With the attention of the government and Quang Ninh Clean Water Joint Stock Company, my family has been connected to a clean water source. This is a very favorable condition for my family to build a farm model to develop production and stabilize life.

Currently, to meet the clean water needs of people in Dong Trieu City, Quang Ninh Clean Water Joint Stock Company has expanded the water supply area in wards and communes in the area. Up to now, the total number of areas supplied with water in the area has reached 12/19 communes and wards, while 7 communes are currently using rural clean water sources. By the end of March 2025, the rate of people using clean water in urban areas in Dong Trieu City was 23,859 households, reaching 73.84%; in non-urban areas, it was 1,302 households, reaching 25.53%.

Mr. Tran Van Han, Director of Dong Trieu Water Enterprise, said: To achieve a high water supply rate in Dong Trieu City, the Enterprise has installed the entire main pipeline network and distribution pipeline network to 12/19 communes and wards. In 2025, the unit will focus on investing in the pipeline system, connecting to households. In particular, focusing on wards and communes with low rates such as Trang An, Binh Khe, Viet Dan, An Sinh... At the same time, continue to closely coordinate with local authorities to review and invest in water supply pipeline systems, meeting the clean water needs of the people. The unit strives to have a clean water coverage rate in Dong Trieu City of over 90% by the end of 2025.

In Quang Yen Town, by the end of 2024, Quang Ninh Clean Water Joint Stock Company had supplied water to 16/19 communes and wards. The rate of people using clean water in the area reached 85.74%, an increase of 4.87%, the number of households using it increased by 1,604 households compared to 2023. In which, in urban areas, people using clean water reached 90.9%; Yen Giang Ward and Ha An Ward achieved a rate of people using clean water of 98.3%; in non-urban areas, the rate of people using clean water reached 75.6%, in which the wards and communes of Tien An, Cam La, Lien Vi, and Lien Hoa achieved the target of over 70%.

By the end of March 2025, the rate of people using clean water in urban areas in Quang Yen town was 19,951 households, reaching 91.8%; in non-urban areas, it was 8,671 households, reaching 77.5%. Mr. Nguyen Dinh Duong, Deputy Director of Quang Yen Water Enterprise, said: In order to carry out the key task of increasing the rate of clean water use in the area, the Enterprise is interested in developing the water supply network and increasing the rate of people using clean water in the area. Since the beginning of the year, the Enterprise has focused on connecting, renovating and maintaining the water supply system as well as developing customers; combining the renovation and replacement of old pipelines, improving water supply capacity, meeting the water quality for people.

Resolute solutions

Up to now, Quang Ninh Clean Water Joint Stock Company has provided clean water to urban areas with 249,871 households, reaching 96.9%; provided water to non-urban areas for 28,263 households, reaching 59.5%. However, the expansion of the water supply network still has difficulties, such as: There are still some areas with low rates of people using clean water due to geographical, psychological and people's awareness limitations, greatly affecting the general water supply rate of urban areas, such as: Dong Trieu City (73.47%), Dam Ha District (57.09%), Hai Ha District (58.88%)...; non-urban areas have very low places such as Uong Bi City (4.61%), Tien Yen District (44.23%), Ba Che District (16.2%)...

To effectively implement Resolution No. 31-NQ/TU (dated December 2, 2024) of the Provincial Party Committee, meet the people's need for clean water and serve the province's socio-economic development, Quang Ninh Clean Water Joint Stock Company is promoting investment in infrastructure, enhancing the application of new technology to improve the quality of water supply, building image, reputation, quality, so that people can rest assured to enjoy the service with the best conditions.

Since the beginning of the year, the Company has coordinated with local authorities to promote and mobilize people to participate in investing in pipelines and installing clean water. For urban water supply networks that have not completed the connection, such as Dong Trieu, Uong Bi, Ba Che, Quang Yen, Dam Ha, etc., the construction of water supply pipelines is being accelerated. For areas where pipeline installation has not been carried out, the Company requires units to conduct a review of each area, the current status of water use, usage needs, living habits, terrain, population distribution, current status of water sources, etc., in order to propose reasonable investment options for each area where the rate of people using clean water is not high.

For non-urban areas, where the rate of clean water usage is not high and does not meet the requirements of the plan, the Company has stepped up the review of the water supply management area, coordinated with local authorities to compile a list of households not using clean water in each commune to jointly carry out propaganda and mobilize households to install and use clean water. At the same time, review areas without pipelines to propose reasonable investment plans for each area. In particular, focus on the areas of Viet Dan and An Sinh communes (Dong Trieu city); Hai Hoa commune (Cam Pha city); Dong Xa, Ha Long, Binh Dan, Dai Xuyen communes (Van Don district); Don Dac commune (Ba Che district); Hai Xuan commune (Mong Cai city) ...

Mr. Trinh Van Binh, Deputy General Director of Quang Ninh Clean Water Joint Stock Company, said: Along with reviewing and expanding the customer network, the Company has expanded the water supply network, implemented connections with the goal of connecting over 9,000 customer households, invested in expanding 200km of pipelines of all kinds, so that the water supply network reaches remote areas, ensuring that all people in need are connected and supplied with clean water. In addition, implementing the modernization of technical infrastructure, network infrastructure, machinery and equipment to ensure water supply and customer distribution; striving to achieve the set targets in 2025, raising the rate of clean water use in urban areas to 98.3%.

Also according to statistics from the Department of Agriculture and Environment, up to now, the rate of rural households in the province using hygienic water has reached 99.99%, of which the rate of households using clean water meeting QCVN 2018/BYT is 85.2%. To continue upgrading and realizing the goal of 100% of rural people using hygienic water, in 2024-2025, the province will continue to invest in building 20 new rural water supply works, meeting the clean water needs of nearly 15,000 households in remote communes, ethnic minority areas, such as: Dong Son, Ky Thuong (Ha Long city); Quang An, Quang Lam (Dam Ha district); Bac Son (Mong Cai city); Ban Sen, Ngoc Vung (Van Don district); Quang Duc (Hai Ha district)... renovated 13 rural centralized water supply works that have been invested to meet QCVN 2018/BYT, supplying water to about 6,800 households.
