On April 15, at the Provincial Party Committee Headquarters, a conference was held to review the Provincial Steering Committees on implementing democracy at the grassroots level and the emulation movement "Skilled Mass Mobilization" in the first quarter; and to deploy tasks in the second quarter of 2025. Comrade Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee on implementing democracy at the grassroots level, Head of the Provincial Steering Committee on implementing the emulation movement "Skilled Mass Mobilization" chaired the conference. In the first quarter, the implementation of the Law on Grassroots Democracy and guiding documents on grassroots democracy implementation in Hung Yen province has made much progress, quality and efficiency; representative democracy has been promoted, direct democracy has been expanded; the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" has been concretized in many areas at the grassroots level. The mechanism "Party leads, State manages, People are the masters" continues to be implemented synchronously, more specifically and effectively. Along with that, Party committees at all levels continue to innovate leadership methods, expand democracy within the Party, issue many regulations and statutes to concretize the motto in the work of Party building and rectification, build regulations for people to closely monitor cadres and party members, fight against corruption, waste, negativity, etc.

The implementation of the emulation movement "Skilled Mass Mobilization" has been led and directed by Party committees, authorities, sectors, the Fatherland Front, and socio-political organizations, achieving many results, creating positive changes in the awareness of cadres, party members, civil servants, public employees, and armed forces about the position, role, and importance of propaganda work, mass mobilization, and the emulation movement "Skilled Mass Mobilization". By the end of March 2025, the whole province had built and maintained 3,162 "Skilled Mass Mobilization" models, of which 761 models were in the economic development sector; 1,284 models in the cultural - social sector; 692 models in the national defense - security sector; 425 models in the political system building sector, etc.

Tasks in the second quarter and the coming time: Continue to thoroughly grasp and propagate to raise awareness for Party committees, Party organizations, and cadres on the implementation of the Law on Grassroots Democracy and the Central and Provincial directives on implementing democracy at the grassroots level; the importance of propaganda, mass mobilization and the "Skilled Mass Mobilization" movement in the current situation. Organize training and foster knowledge on the implementation of the Law on Grassroots Democracy; inspect the organization and implementation of Resolution No. 49-NQ/TU dated May 28, 2024 of the Provincial Party Standing Committee on strengthening the Party's leadership in implementing democracy at the grassroots level. Focus on directing the building of the "Skilled Mass Mobilization" model in new and difficult contents, focusing on key goals, tasks, strategic breakthroughs, and key programs; continue to effectively implement the model of "Smart People's Mobilization" where the government serves the people and businesses, the model of "Smart People's Mobilization 1+10"...

At the conference, delegates focused on discussing the results, shortcomings, and limitations in implementing democracy at the grassroots level and the "Skilled Mass Mobilization" movement for each sector, field, and unit in the first quarter; finding solutions to effectively implement these tasks in the second quarter of 2025.

Concluding the conference, Mr. Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, assessed that in the first quarter, the implementation of democracy at the grassroots level and the emulation movement "Skillful mass mobilization" of the province achieved many comprehensive results. Thereby, contributing to the completion of socio-economic development tasks, ensuring security, national defense, and social order and safety of the province in the first quarter; the people's trust in the Party and the government system is increasingly consolidated.

Comrade Tran Quoc Toan emphasized that in the second quarter and the coming time, there are many important tasks that need to be implemented, namely: Implementing Resolution No. 60 - NQ/TW dated April 12, 2025 of the Party Central Committee, including the arrangement of administrative units, the organization of the political system; collecting people's opinions on amending the Constitution; Directive No. 45-CT/TW of the Politburo on party congresses at all levels; implementing socio-economic development tasks... Therefore, Party committees, agencies and units in the province continue to improve the effectiveness of grassroots democracy, mass mobilization work, and the implementation of the emulation movement "Skilled mass mobilization" to proactively grasp the thoughts and aspirations of the people and cadres in the political system when performing new tasks and models; creating consensus among the people for the policies and decisions of the Party and State...
