Pursuant to Decision No. 984/QD-BCA-C04 of the Minister of Public Security on approving the project "Receiving the task of state management of drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security", in mid-March 2025, the City Police announced the decision to establish the Da Nang City Drug Addiction Treatment Center from the old Bau Bang Social Center. As of April 21, the facility is managing and organizing drug addiction treatment for 524 students, of which 60 are voluntary students and 464 are compulsory students.

To ensure order, the City Police Department has provided students and their families with information on the facility's internal regulations, regulations on management, assessment of learning results, drug addiction treatment, rewards, and discipline; the regime of visiting relatives, receiving letters, receiving money; the regime of labor, vocational training, etc. In particular, students are taught internal regulations, rules, and are trained to improve discipline, order, and seriousness for students during the drug addiction treatment process. To improve the effectiveness of drug addiction treatment, the City Police Department has arranged 40 officers and soldiers to work in parallel with 153 civil servants of the old facility. In addition to organizing drug addiction treatment, the City Police Department is verifying the background of 102 officers and civil servants of the old facility who wish to sign a work contract with the police force to perform drug addiction treatment tasks at the facility, and plans to retain 50 people. At the same time, it is expected to recruit contract workers to work at the facility: a general staff team of 18 people; Student management and education team, vocational training 38 people; medical team 11 people.

According to Lieutenant Colonel Pham Tan Hung, Team Leader of Team 1, Drug Crime Investigation Police Department, Bau Bang Social Facility (formerly) was designed to serve social protection and drug addiction treatment activities, sharing electricity, water infrastructure and common areas. After transferring the drug addiction treatment task to the police force, the city had a policy of using part of the facility to make a social protection facility, causing difficulties in separating electricity, water infrastructure and common areas. On the other hand, the facility has a capacity to receive about 800-1,000 students, the number of regular management subjects is on average 500-700 people.

According to the representative of the City Police, it is expected that in the coming time, the Da Nang City Drug Rehabilitation Center will increase its capacity to receive students. Therefore, it is recommended that the Ministry of Public Security consider including the Da Nang City Drug Rehabilitation Center in the investment, repair and upgrade list in 2025 to repair degraded items and replace broken equipment to serve the work of monitoring and managing students. At the same time, include the facility in the investment and upgrade list for the period 2025-2030 to expand the area, scale and reception capacity. In addition, increase the proportion of workers signed contracts with the City Police to correspond to the increased number of students, in order to ensure good performance of assigned tasks.
