On September 15, after SGGP Newspaper published an opinion piece "Studying is still overloaded" noting some shortcomings in the way schools implement testing and student assessment, the leaders of the Ho Chi Minh City Department of Education and Training issued additional instructions regarding this issue.

Accordingly, Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Bao Quoc said that, in the spirit of the 2018 General Education Program and Circular 22/2021/TT-BGDDT regulating the assessment of junior high school and high school students, schools assess students through regular and periodic assessments.

In which, there are subjects evaluated by comments, and there are subjects evaluated by comments combined with scores.

Regarding form, Circular 22 clearly stipulates: “Regular assessment is conducted through questions and answers, writing, presentations, practice, experiments, and learning products.”

Mr. Nguyen Bao Quoc said that the purpose of regular assessment is to assess students' training and learning results during the teaching and learning process according to the requirements set out in the general education program.

Assessment results aim to provide feedback to teachers and students to promptly adjust the teaching and learning process, while supporting and promoting student progress and confirming student achievements in the process of performing training and learning tasks.

Leaders of the Department of Education and Training of Ho Chi Minh City require that from the beginning of the school year, subject groups must develop a plan to test and evaluate students with time, form, and content that meets specific requirements according to the program.

In particular, schools are encouraged to diversify testing and assessment methods and to disseminate full and clear plans to students.

"I emphasize that tests are just one form of regular assessment. Teachers can absolutely assess students' learning outcomes through learning products such as reading diaries, products of a science project, presentations..."

Currently, in the implementation process, there is still a situation where teachers have the habit of calling students to answer questions and check old lessons suddenly, stemming from the teaching mentality that focuses heavily on imparting knowledge.

Thus, sudden, unexpected tests, inappropriate forms, unclear purposes, and content that focuses on mechanical memorization of knowledge will cause stress and pressure on students, which is not in line with the general direction of the city.

A representative of the Ho Chi Minh City Department of Education and Training said that in the coming time, the department will continue to guide, direct and inspect the implementation of schools in testing and evaluating students through various channels such as directive documents, professional training, and media reports...
