According to the Department of Education and Training of Ho Chi Minh City, previously, teaching 2 sessions/day was mandatory for primary school level, and was encouraged to be applied at secondary and high school levels.
However, from the 2025-2026 school year, implementing Directive 17 of the Prime Minister and the guidance document of the Ministry of Education and Training , 100% of primary schools will organize 2 sessions/day. At the secondary and high school levels, the implementation will follow a roadmap, applied in schools with adequate facilities and teaching staff.
Currently, the General Education Department is coordinating with the Planning and Finance Department to develop specific instructions for schools to implement.
Before implementation, the General Education Department will organize training for schools to understand. The guidance document will clearly stipulate the fees that are not allowed to be collected and the activities that are allowed to be collected in the 2-session/day teaching program.
Regarding the implementation of socialization in teaching 2 sessions/day, activities will be linked to the city's projects and programs.
Information technology project "Enhancing the application of information technology and digital transformation in education and training for the period 2022-2025, with a vision to 2030".
Project on foreign language teaching in the national education system according to Decision No. 2080 of the Prime Minister , implemented in Ho Chi Minh City in the period 2019-2025.
The project is implemented according to Conclusion 91 of the Politburo on fundamental and comprehensive innovation in education and training, with the goal of "Gradually making English the second language in schools".
The above projects have been implemented in Region I of Ho Chi Minh City and will be expanded to Regions II and III in the new school year.
The Department of Education and Training of Ho Chi Minh City also emphasized that social activities and content in the two-session/day teaching plan of the school program will be carried out on the voluntary basis of parents and students.
If previously, the approval of school programs was the responsibility of the Department of Education and Training, now it is transferred to the People's Committee of the ward, commune or special zone for approval.
