In the period of 2021-2023, in the province, there are 152 projects outside the industrial parks and industrial clusters approved for investment policy, of which 90 projects have been completed and put into operation. However, through the supervision of the Provincial People's Council, it shows that during this period, there were 58 projects that violated the investment progress according to regulations, some investors implemented the project not in accordance with the original goals, and there was a situation of transferring and leasing many times through many investors,... This partly caused difficulties, affected the work of compensation, site clearance , created virtual prices, sudden price increases, affected the occupancy rate of industrial parks and industrial clusters and environmental protection work.
According to Vice Chairwoman of the Provincial People's Council - Dang Thi Ngoc Mai, the reason for the problems related to receiving projects outside K and CCN is partly due to the lack of strict and effective state management, lack of coordination and information between departments, branches and district-level People's Committees in licensing and project management.
Review and rearrange projects outside industrial parks and clusters
To ensure the effective reception of investment in projects outside industrial parks and industrial clusters, in compliance with legal regulations, through actual surveys and supervision in localities and functional sectors, the Provincial People's Council requests the Provincial People's Committee to have solutions to effectively implement investment reception work in the current period.
In receiving investment projects outside industrial parks and clusters, it is necessary to base on the local development orientation, planning types and appraisal conditions to consider accepting or not accepting or limiting investment acceptance for each specific industry and profession according to legal regulations on investment acceptance.
According to Vice Chairman of the Provincial People's Committee - Huynh Van Son, the rearrangement of production projects outside industrial parks and clusters is an urgent task to gradually restructure industrial space, improve land use efficiency and protect the environment according to the orientation of Long An Provincial Planning for the period 2021-2030, with a vision to 2050.
In particular, the Provincial People's Committee also oriented to gradually limit and eventually stop receiving small and retail industrial production projects outside of industrial parks and clusters, except for some specific industries that are truly suitable for local conditions.
The arrangement and rearrangement of projects will be handled according to a roadmap, on the principle of harmonizing the interests of the State, enterprises and the community.
To implement this orientation, in the coming time, the Provincial People's Committee will direct departments, branches and localities to review and classify projects outside industrial parks and clusters, assess the level of planning compliance, compliance with environmental, construction and labor safety laws to have specific handling plans; at the same time, direct departments and localities to continue to strictly implement the policy of temporarily suspending the acceptance of industrial production projects outside industrial parks and clusters, review and propose a tighter control mechanism for specific projects that need to be considered for investment outside industrial parks and clusters.
In addition, the Provincial People's Committee will assign relevant agencies to study and propose appropriate support policies such as land allocation, infrastructure rental incentives, and credit access support to facilitate businesses to change production locations and operate stably in industrial zones and clusters.
