The Government requested to review priority power projects of the 8th Power Plan.

According to the information and data sent by localities to the Ministry of Industry and Trade, they can be divided into 3 groups. Group 1 includes localities that have developed a list of renewable energy projects (including onshore wind power, solar power, biomass power, electricity produced from solid waste, small hydropower, etc.) in accordance with the guidance of the Ministry of Industry and Trade, but need to supplement and clarify some information.

Group 2 includes localities that have built a list of basic projects with sufficient information, but proposed a capacity scale that is very large compared to the allocation calculations of the Ministry of Industry and Trade.

Group 3 includes localities that do not have a proposed list of projects, proposals to add capacity scale for biomass power sources, electricity produced from waste, small hydropower, rooftop solar power, onshore and offshore wind power, etc.

Based on the above classification, Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade, relevant agencies and localities in group 1 to urgently supplement and clarify information according to the instructions of the Ministry of Industry and Trade.

Localities in groups 2 and 3 must urgently review and propose a list of projects and information in order of priority, and send them to the Ministry of Industry and Trade before December 25.

The Government leader requested localities to be thorough and transparent, especially regarding the legal status of projects. Chairmen of People's Committees of provinces and centrally run cities must be responsible for directing the implementation of project reviews and proposals.

The Deputy Prime Minister assigned the Ministry of Industry and Trade to urgently direct the Institute of Energy - the planning consultancy unit to focus on calculating, screening publicly and transparently the list of projects according to the proposals of localities, ensuring the development goals of the 8th Power Plan, with full scientific basis on planning, economics - technology, security, safety, feasibility, meeting legal requirements and the best economic efficiency.

The consulting unit planning the implementation of Power Plan VIII is responsible for the calculation method for screening the list of projects.

The Government leader requested to review key and priority projects in the 8th Power Plan along with the list of renewable energy projects proposed by localities; develop a list of projects for the 2021-2025 period, the 2026-2030 period and a list of backup projects to avoid a passive situation in planning management that affects the assurance of electricity supply in case of delays in the progress of key and priority power sources.

In addition, it is necessary to study policy mechanisms in accordance with the law to manage the development of hydropower, biomass power, wind power, and rooftop solar power sources; report to the Prime Minister before December 28, 2023.
