On June 20, at the 5th Session, after listening to the Chairman of the Committee on Science, Technology and Environment Le Quang Huy present the Report on reception, explanation and adjustment, the National Assembly voted to pass the Resolution of the National Assembly on the investment policy of the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa Province - Connecting with Lam Dong Province and Ninh Thuan Province.

Accordingly, with 95.34% of delegates voting in favor, the National Assembly passed the Resolution on project investment policy.

The Resolution consists of 5 Articles, clearly stating the objectives of the Project to concretize the development goals of Khanh Hoa province according to Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045. Complete the traffic system connecting the two mountainous districts of Khanh Son and Khanh Vinh according to the traffic system planning of Khanh Hoa province. Create conditions for socio-economic development of the two mountainous districts of Khanh Son and Khanh Vinh in particular and Khanh Hoa province in general, increase the ability to connect traffic and transport goods between regions with Ninh Thuan and Lam Dong provinces. Strengthen national defense and security in the region, creating a smooth mobile traffic network in all situations to ensure security and national defense; effectively serve the work of patrolling, controlling, managing and protecting forests.

The scope of the project is in Khanh Son and Khanh Vinh districts, Khanh Hoa province. In terms of scale, the investment is about 56.9 km of grade III mountainous road, the design speed is 60 km/h. The section through difficult, rugged terrain, high slopes, sharp bends, the design speed is 40 km/h; 02 lanes, total width of the base is 9m, road surface is 6m wide, 2-side sidewalks are 3m (reinforced sidewalks on each side are 1m).

The investment form stipulated in the Resolution is public investment; The total area of ​​land occupied is approximately 128.96 ha. The Resolution agrees in principle to change the purpose of forest land use and change the purpose of forest use of approximately 75.58 ha (including: forest land, upstream protection forest about 27.07 ha; forest land, special-use forest about 32.88 ha; and forest land, production forest about 15.63 ha) to implement the project. The total investment and capital of the project is approximately 1,930 billion VND including the central budget and local budget. The project implementation period is from 2023 to the end of 2027.

The Resolution assigns the Government to direct the implementation, organization, management, exploitation and operation of the project in accordance with the provisions of law, ensuring the progress and quality of the project. Manage and use capital and resources economically, prevent corruption and negativity; be open, transparent and effective, and not take advantage of policies. Ensure the commitment to allocate enough 1,000 billion VND from the central budget for the period 2021-2025.

Direct, urge, inspect, and take responsibility for the implementation of Khanh Hoa province's commitment to allocate 930 billion VND from the local budget and have solutions to accelerate the project implementation progress; strictly implement the reforestation according to the provisions of the forestry law, ensuring compliance with silvicultural conditions and biodiversity; take responsibility for the accuracy of data on forest area and forest land; pay attention to compensation, resettlement support, and site clearance; survey, evaluate, and carefully inventory people's assets to compensate appropriately according to the provisions of law; focus on preserving national cultural identity, livelihoods, jobs, and job conversion for people in the project area. Annually, report to the National Assembly on the project implementation status at the year-end session.

The Resolution also clearly states that the project implementation and execution will be subject to specific mechanisms: The Chairman of the Khanh Hoa Provincial People's Committee shall decide on project investment; the order of project preparation, appraisal, and investment decision shall comply with the provisions of the law on public investment and relevant legal provisions for group A projects managed by the provincial level. In case of adjusting the project investment policy during the time the National Assembly is not in session, the National Assembly shall authorize the National Assembly Standing Committee to consider and decide.
