Quang La strives to achieve model new rural commune before 2030

Based on an objective assessment of opportunities, advantages and difficulties, Quang La is focusing on exploiting and developing the economy in the direction of agriculture - forestry, industry, trade - services associated with strongly promoting private economic development in the spirit of Resolution No. 68-NQ/TW (dated May 4, 2025) of the Politburo on private economic development associated with the implementation of Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. At the same time, improving investment efficiency to maximize resources to accelerate socio-economic development; strengthening state management of planning, land, resources, environment, and construction; Cultural development is closely linked to preserving and promoting cultural values, national identity, and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development...

In the 2025-2030 period, Quang La sets the target of completing and exceeding the province's assigned annual budget revenue target by over 15%, average income per capita reaching 140 million VND/person/year, developing at least 10 new enterprises and 10 cooperatives; maintaining a commune with no poor or near-poor households; the rate of cultural villages reaching over 90%; the rate of cultural households reaching 95% or more; the rate of households using clean water. according to standards reaching 95%; creating new jobs for 1,200 workers or more; maintaining universalization of lower secondary education and primary education at the right age; 100% of schools achieving level 3 or higher education quality accreditation, 100% of schools achieving level 2 national standards; the Party Committee is recognized as having fulfilled its tasks well or better.

To complete the set goals, Quang La identifies "agriculture, forestry and fishery" as the driving force of development. Therefore, the society   Maintain the area of ​​grain crops, mobilize people to change their thinking from agricultural production to agricultural economy; change the structure of livestock and crops, develop and expand ecological agricultural models associated with building a new model countryside. At the same time, focus on restructuring forestry, cultivation, and livestock in a practical and effective manner; exploit land advantages, produce goods in the direction of specialization; focus on applying high technology, digital transformation in production associated with services, post-harvest preservation; put 100% of new plants and breeds with high productivity and quality into production, suitable for the market, adapting to climate change.

In particular, the commune synchronously implements approved plans, especially the detailed plan for the construction of a 1/500 scale commune center associated with the development of green, organic, and circular agriculture. At the same time, it forms and develops a number of concentrated production models, linkage models, farms, and applies flower and ornamental plant growing technology with an area of ​​3.5 hectares; expands 35 hectares of fruit trees with high economic value, 10 hectares of safe vegetables according to VietGAP standards, 50 hectares of medicinal plants; develops a herd of over 3,000 livestock, maintains and increases the herd of over 35,000 poultry. The commune encourages and attracts businesses and cooperatives to invest, especially in the 25-hectare medicinal processing planning area, with businesses leading people to follow and participate in implementing approved plans.

In order to complete the construction of a new model rural area before 2030, the commune continues to improve the criteria for the general planning and the detailed planning of 1/500 of the commune center. In particular, mobilizing the participation of people in building new rural areas to ensure substance, depth, and efficiency for the benefit of the people; developing agricultural economy associated with the development of industry, services, vocational training, improving labor quality associated with the shift of labor structure from agriculture to non-agriculture, creating on-site jobs, livelihoods and improving income and life for rural residents. Along with that, allocating resources to expand inter-village roads, completing the irrigation infrastructure system; building a bright, green, clean, beautiful, civilized rural landscape rich in traditional cultural identity.  

The commune also mobilized investment resources to build a commune cultural and sports center, a Tay ethnic cultural conservation house, and upgrade the facilities of the Dao ethnic cultural conservation area; continued to invest in facilities at village cultural houses and commune center cultural houses; promoted the self-management role of the community through effectively implementing commune and village cultural houses and football fields as venues for organizing cultural, artistic, physical education, sports, and festival activities.

Every year, the commune presides over and coordinates with the Elite Green Agriculture Cooperative to organize flower festivals, Dao ethnic village festivals, Tay people's new rice celebrations... to promote traditional values, attract tourists, and stimulate local economic development.   The commune also creates the best conditions for people to actively participate in culture, arts, physical education and sports to improve health, create community cohesion, and build an increasingly developing movement.

To improve people's lives, the commune promotes the development of the private economy in conjunction with doing a good job of introducing jobs and increasing income for workers; coordinating to open vocational training classes, introducing jobs for farmers, creating stable livelihoods and jobs; encouraging people to form the habit of self-training and improving their knowledge, thereby promoting will, self-reliance, self-strengthening, aspiration for development, solidarity, overcoming all difficulties, and successfully achieving the set socio-economic goals.
