Focus on high-quality human resources commensurate with the strategic breakthrough role

On the morning of August 11, the National Assembly Standing Committee continued to give opinions on the results of the thematic supervision "Implementation of policies and laws on development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources".

This content was discussed by the National Assembly Standing Committee at the previous session and will be further completed to submit to the National Assembly for consideration at the 10th session.

High-quality human resources increase in both quantity and quality.

According to the monitoring delegation's report, currently, our country's human resources basically meet the requirements of socio-economic development. Human resources, high-quality human resources, have increased in both quantity and quality, the structure is increasingly more appropriate; the qualifications and skills of the workforce have been improved; labor productivity, employment, and income of workers have changed positively.

In the public sector, the majority of cadres, civil servants and public employees have university degrees or higher; recruitment, use, management and development of human resources are carried out seriously, ensuring publicity and transparency according to regulations; the quality and qualifications of the staff generally meet requirements.

In the non-public sector, the number of employees will increase by an average of 0.65% per year in the 2021-2024 period, with the highest growth rate in the foreign-invested sector. In 2024, there will be nearly 47.3 million employees working in the non-public sector, accounting for 89.3% of the total workforce and over 91% of the total number of employed workers in the economy.

The quality of education and training is increasingly improved, better meeting the needs of human resource development. The scale of university and vocational training is generally stable during the monitoring period. The structure of occupations, levels and training fields is diverse. Many new majors are opened, quickly adapting to the needs of the labor market.

Investment resources have been strengthened and diversified; efficiency of use has been improved. Policies to attract, employ and reward high-quality human resources of ministries and local branches have initially shown effectiveness.

From 2018 to October 2024, 706 excellent graduates and young scientists were attracted and recruited to work in agencies and organizations. Many civil servants, public employees, and workers were granted scholarships, support for postgraduate training at home and abroad, and one-time support when attracting talents to the locality.

A high-quality human resource with capacity and qualifications approaching those of advanced countries in the region and the world, actively contributing to research activities, innovation, application of science and technology, and international integration.

Some localities and public service units have conducted public examinations for some leadership positions, allowed personnel outside the system to take the examinations, piloted high salaries for good lecturers and doctors, and had flexible internal mechanisms regarding salaries, working environment and other benefits to retain talented people.

Urgently issue Human Resource Development Strategy

In addition to the achieved results, the monitoring delegation also pointed out the remaining limitations and shortcomings. In particular, the Government, some ministries, branches and most localities have not issued comprehensive documents and long-term strategic orientations on human resource development and high-quality human resources. Some strategies, programs and projects, including important and strategic documents, have been slow to be issued and their implementation has been limited, with unclear results. There are no complete and comprehensive regulations on high-quality human resources.

Entering a new era, the demand for high-quality human resources is increasingly urgent. Our country is facing the risk of a shortage of high-quality human resources, especially leading experts, "chief engineers", strong research groups in the fields of science, technology, new economy, human resources serving the defense industry, security and other important fields.

The structure of training professions is not really reasonable, not closely linked and not keeping up with the needs of practice. The rate of students studying economics, finance, law is quite high. The rate of students studying basic sciences, agriculture, forestry, fisheries, etc. tends to decrease.

The financial mechanism and policy for education are still inadequate. The structure of investment expenditure accounts for a small proportion, the absolute value is still low, not meeting the development needs. The investment strategy for developing higher education is ineffective, lacking focus and key points. The policies for socializing education have not been highly effective; the results achieved are not commensurate with the potential....

In the recommendation, the monitoring delegation emphasized the need to thoroughly grasp the Resolution of the 14th National Party Congress, institutionalize and effectively implement the 4 strategic Resolutions of the Politburo, especially those related to human resource development, the Party's policies and guidelines on modernizing education, taking care of people's health, population and development.

The Government urgently promulgates the Human Resource Development Strategy to 2030, with a vision to 2050, and allocates adequate resources to ensure implementation, enhancing human resource creativity in conjunction with the rational use of artificial intelligence and new scientific and technological tools.

Develop and submit to the National Assembly for consideration, amendment and supplementation of the Law on Education, the Law on Higher Education and the Law on Vocational Education, the Law on Population, the Law on Civil Servants, the National Target Program on Education and Training, and the National Target Program on Population and Development.

Issue regulations on high-quality human resources in the direction of clearly defining the concept, criteria, and authority to determine high-quality human resources in the overall human resources (through criteria on training and development results, professional practice results, experience, reputation, and achievements in work)...

Where there is a problem, solve it there, do not say in general that it is a problem with the system.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that this is an extremely important supervision topic. Recently, the four resolutions of the Politburo's "four pillars" have been issued, all of which have contents related to improving the quality of teaching and learning, especially the quality of high-quality human resources.

The Politburo also gave its opinion and, according to the conclusion of General Secretary To Lam, before August 15, a resolution on universal education and a resolution on public health care will be issued. The National Assembly Chairman suggested that after these resolutions are issued, the Supervisory Delegation should update them to have appropriate assessments and recommendations so that the Government, ministries, branches, localities, especially the Ministry of Education and Training, can implement them in the coming time.

At the 10th Session, the National Assembly will submit to the National Assembly for comments the draft Law amending and supplementing a number of articles of the Law on Education; the draft Law on Higher Education (amended); and the draft Law on Vocational Education (amended). The National Assembly Chairman emphasized that these are three extremely important draft laws in preparation for the National Target Program on Education and Training and the National Target Program on Population and Development.

Regarding the tasks and solutions in the coming time, the draft Resolution has proposed 9 groups of issues that need to be perfected in terms of policies and institutions. The National Assembly Chairman suggested that the Supervisory Delegation should balance the capacity between the current situation and solutions. Does the perfection of legal institutions and policies in the future belong to laws or decrees and circulars? Where there are problems, we will solve them there, not just say in general that we are stuck in institutions. Where there are problems in institutions, in which place, in which sector, we must state specifically.

Many projects and programs for developing high-quality human resources have been issued; however, the implementation is still limited and the results are unclear. Some important contents are still slow or have not been issued yet. Regarding the draft Resolution on supervision, the National Assembly Chairman noted that the tasks and solutions must be clear for each sector and field; concise but must ensure that they are complete, easy to understand, easy to remember, easy to do, easy to check, and easy to implement. In particular, the Committee on Culture and Society was assigned to coordinate with the Ministry of Education and Training to continue to closely follow and accompany ministries, sectors, and localities to implement "thoroughly".

Minister of Education and Training Nguyen Kim Son expressed his agreement and highly appreciated the meticulousness, prudence, and objectivity of the monitoring team, as well as the content of the reports. Regarding the recommendations on the functions and tasks of the Government, the Minister said that he would accept and study them carefully during the implementation process in the coming time.

In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the National Assembly Standing Committee highly appreciated the Report on supervision results and the draft Resolution on thematic supervision, the records and documents presented at the meeting which were carefully prepared by the Supervisory Delegation, meeting the quality requirements, contributing to providing valuable information for comments on the Congress Documents.

The Vice Chairman of the National Assembly assigned the Committee on Culture and Social Affairs to continue coordinating with the Ministries, mainly the Ministry of Education and Training, as well as the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Health and relevant Ministries to complete the Resolution; paying close attention to the process of completing the Resolution of the Politburo in this field.
