Accordingly, the Department of Health requested the People's Committees of districts and Thu Duc City to direct the People's Committees of wards, communes and towns to urgently complete the Working Group to focus on children, beggars and other subjects in need of urgent protection in the area.
Directing functional agencies, Working Groups of People's Committees of wards, communes and towns to strengthen patrolling, checking, comprehensively assessing the current situation, strictly managing vagrants and beggars in the area, especially in public places, tourist sites, places where events and festivals are held to promptly handle subjects who organize, incite, coerce, entice, and herd children, disabled people, and elderly people to beg for profit and make records to send vagrants and beggars and emergency subjects to social assistance facilities according to regulations.
Directing competent authorities to urgently complete documents to send social protection beneficiaries in especially difficult circumstances and those in need of emergency protection to social assistance facilities to ensure their rights; supporting social assistance facilities located in the area to ensure security and order during the holidays; paying attention to and noting locations of important events in the city, not allowing the occurrence of vagrants, beggars soliciting tourists and ensuring urban beauty and order.
In addition, urgently establish inspection teams to inspect all social assistance facilities that manage and care for children in the area (especially religious facilities) regarding the implementation of regulations on the Law on Children, related regulations and promptly handle facilities that are not registered for operation, spontaneous, unlicensed, and do not ensure conditions for child care and nurturing according to regulations.
The Ho Chi Minh City Department of Health requires the city's youth volunteer force to direct the orderlies assigned to be on duty at assigned locations to promptly stop children, homeless people, and beggars when they discover them, and immediately report to the Working Group or local authorities and police to coordinate timely handling.
Develop plans and implement activities to care for the material and spiritual life of subjects and staff on the occasion of the 50th Anniversary of the Liberation of the South and National Reunification Day at the unit to ensure safety, joy and savings; strengthen inspection and review to ensure food hygiene and safety, and prevent food poisoning at the unit.
