Students of AISVN International School have not returned to school today after spring break.

On the afternoon of April 1, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, signed document No. 1803/SGDĐT-KHTC, announcing the contributions to support costs to ensure the operation of AISVN International School.

Accordingly, the Department of Education and Training has coordinated with parents' representatives, AISVN International School and Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV) to open an account at this bank to receive contributions from all parents of the school.

The plan to establish a three-party co-owned bank account between the Department of Education and Training, the school, and parents was proposed after a meeting on March 30 at AISVN International School between Ms. Nguyen Thi Ut Em, Chairwoman of the Board of Directors of AISVN International School (currently banned from leaving the country), and about 800 parents and representatives of Ho Chi Minh City authorities such as the Department of Education and Training and the Police. At this meeting, Ms. Ut Em proposed support of 125 billion VND.

The joint account has 3 co-owners: Mr. Tran Khac Huy, Head of Financial Planning Department of Ho Chi Minh City Department of Education and Training; Mr. Ho Quang Trung, representative of AISVN International School; and Ms. Tran Phuong Anh, representative of parents of AISVN International School students.

According to a source from Thanh Nien Newspaper, by the end of this afternoon, the amount of money parents had deposited into this account was more than 15.5 billion VND.

The Department of Education and Training said that all contributions from parents to the three-party joint account will be compiled, managed, and made public and transparent by the interdisciplinary working group. The specialized department of the interdisciplinary working group will approve the disbursement of the contributions for the right purpose, under the supervision of representatives of parents of students at AISVN International School.

In addition, the Department of Education and Training announced the process of controlling expenditures:

  • Step 1: The Chief Accountant of AISVN International School, based on the detailed plan of approved expenditure items, will create a money transfer order and submit it to the Parents' Representative Committee for supervision and approval.
  • Step 2: The authorized person of the second account owner agrees to approve the first time.
  • Step 3: The authorized person of the first account owner approves to complete the money transfer order.

Based on the review, according to the data reported by AISVN International School, the level of parental contribution to support the school's operations until the end of the 2023-2024 school year (3 months) is proposed for each grade level.

Kindergarten is 28.5 million VND/student; primary school is 43.5 million VND/student; grades 6 to 8 are 20.5 to 61.5 million VND/student; grades 9 to 12 are from 25.5 to 76.5 million VND/student.

After completing the revenue and expenditure for the 2023-2024 school year, the interdisciplinary working group will request AISVN International School to hire an independent auditing company to audit and publicly disclose the settlement data according to regulations.

AISVN International School gave all students a spring break (from March 23 to 31) after teachers who were owed wages quit their jobs, causing teaching to be interrupted. According to the plan, students would return to school on April 1. However, on the evening of March 31, AISVN International School sent a letter to parents informing them that they would continue to let students take a break from school because they could not yet set up a joint bank account between the Department of Education and Training, the school, and parents.

Established in 2006, AISVN International School has more than 1,210 students studying the International Baccalaureate (IB) program. Tuition fees for preschool are VND280-350 million/year, primary school VND450-500 million/year and secondary school VND600-725 million/year. The team consists of 129 foreign teachers, 26 Vietnamese teachers and 103 staff.
