Formula C=SET+1: Strategic vision for the semiconductor industry
On January 15, within the framework of the 6th National Forum on Developing Vietnamese Digital Technology Enterprises, the Ministry of Information and Communications organized a workshop on "Vietnam's semiconductor industry - the driving force and foundation for national development".
The program is accompanied by the following units: Military Commercial Joint Stock Bank, Viettel Military Industry-Telecom Group, Mobifone Telecommunications Corporation, CMC Technology Group, and Vietnam Payment Solutions Joint Stock Company.
This is an opportunity for stakeholders to discuss, analyze, evaluate the potential, challenges and propose solutions to promote the development of the Vietnamese semiconductor industry, thereby creating a strong driving force for the country's socio-economic development, while building a solid foundation, bringing Vietnam deeper into the global semiconductor value chain; shaping strategies, connecting resources and creating breakthrough momentum for the Vietnamese semiconductor industry.
The semiconductor industry is playing a key role in the fourth industrial revolution, laying the foundation for the development of a series of high-tech industries such as artificial intelligence (AI), Internet of Things (IoT), electric vehicles and many other fields.
With the aspiration to become a developed country, Vietnam cannot stay out of this game. On December 22, 2024, on behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, creativity and national digital transformation.

Accordingly, the resolution identifies the semiconductor industry as a strategic industry. Vietnam identifies investment in developing the semiconductor industry as not only developing an economic sector but also a national development strategy using digital technology as the foundation to enhance national competitiveness, making Vietnam a developed country.
Speaking at the workshop, Mr. Nguyen Khac Lich, Director of the Department of Information Technology and Communications Industry, Ministry of Information and Communications, said that with the orientation and role of the semiconductor industry, Vietnam has officially issued the Strategy for the development of Vietnam's semiconductor industry to 2030 and vision to 2050 - laying the foundation, orientation, and vision for the rapid and sustainable development of Vietnam's semiconductor industry, aiming to make Vietnam an important link in the global semiconductor supply chain.
The strategy has outlined the development path of Vietnam's semiconductor industry from now until 2030, with a vision to 2050, according to the formula: C=SET+1.
The formula C=SET+1 (Chips, Specialized, Electronics, Talent, + Vietnam) represents a strategic and comprehensive approach, emphasizing the importance of developing high-quality human resources, building a strong electronics industry ecosystem, focusing on specialized products with high added value and especially affirming Vietnam's position on the global semiconductor industry map.
Create the most favorable environment for businesses

Mr. Nguyen Khac Lich emphasized that with the strategy of developing the semiconductor industry, the Party and the State have had orientations and actions to create the most favorable environment for businesses through research, construction, amendment, supplementation and completion of special and outstanding investment incentive policies and mechanisms in terms of land, tax, finance, etc. to attract domestic and foreign investment resources for the semiconductor industry.
In addition, the State also prioritizes allocating resources to promote and strongly develop a synchronous and modern digital infrastructure; support investment in scientific research activities; and establish key national semiconductor laboratories and testing research centers.
These preferential policy mechanisms for the semiconductor industry have been specified and included in a number of laws issued by the National Assembly in recent times, such as: The Law amending the Investment Law passed by the National Assembly at the 8th Session in October 2024 and the draft Law on Digital Technology Industry will be submitted to the National Assembly for promulgation at the 9th Session in May 2025, in order to create a legal corridor and outstanding preferential mechanisms for the development of the digital technology industry in general and the semiconductor industry in particular.
The semiconductor industry is an industry that operates based on a globally distributed supply chain, with design, manufacturing, packaging and testing stages spanning many countries, with close linkages.
According to the Director of the Department of Information Technology and Communications Industry, Vietnam's semiconductor industry is oriented to become an important link in the supply chain.
Accordingly, Vietnam prioritizes and has special incentive policies, open and favorable investment procedures to attract large technology corporations in the world to Vietnam with the motto of not only being a consumer market but also a reliable partner and an ideal place to develop and expand research and production.
With the right strategy, the semiconductor industry is expected to not only enhance its digital economic position but also bring Vietnam to international stature in the global supply chain. |
At the forum, experts and representatives of domestic and international enterprises shared their experiences on the journey of mastering and developing the 5G Chip Make in Viet Nam (Viettel), developing the new generation electronics industry in parallel with the semiconductor industry, investing and developing digital technology infrastructure in the new era, developing AI applications, building a high-quality human resource team, etc.
Delegates also made recommendations for Vietnam to take advantage of opportunities from the trend of shifting global supply chains in the semiconductor sector, orientations and support for the development of the semiconductor industry in Vietnam, solutions for developing high-quality human resources to serve the semiconductor industry, as well as emphasizing the need to invest in research and development in Vietnam's semiconductor industry development strategy.
Accordingly, the sharing and discussion at the seminar emphasized the important role of the semiconductor industry in shaping the digital economy and affirming Vietnam's position in the global value chain.
This is an important initial step, creating a foundation for other advanced technologies to develop, thereby creating a sustainable and advanced semiconductor ecosystem in Vietnam, contributing to enhancing the country's position in the global supply chain.
