In his opening speech at the workshop, President of the Vietnam Union of Science and Technology Associations, Dr. Phan Xuan Dung, emphasized that in the context of the country entering a new stage of development, science, technology and innovation are identified by the Party and State as key driving forces. Therefore, the Vietnam Union of Science and Technology Associations must be determined to innovate, dare to change, and take advantage of the power of technology to improve management capacity.
With the support of intellectuals and member organizations, the Vietnam Union of Science and Technology Associations continues to promote its central role, making practical contributions to the cause of national development. These are urgent issues that need to be resolved to keep up with development requirements. The key goal in the coming time is to build a modern, intelligent governance model, applying comprehensive digital technology ; at the same time, forming a synchronous, closely connected digital ecosystem, maximizing the intellectual strength of the scientific and technological intellectual team nationwide.

Chairman of the Scientific Council, Institute of Innovation and Digital Transformation Hoang Huu Hanh said that the Vietnam Union of Science and Technology Associations is a socio-political organization assigned by the Party and State with a large scale and far-reaching influence, playing a core role in gathering, uniting and promoting the creative power of the scientific and technological intellectual team.
Despite its strategic role and large scale, the current model of operation, management and knowledge exploitation in the entire system of the Vietnam Union of Associations is still fragmented and lacking in synchronization. Along with that, the information technology infrastructure and digitalization processes are still limited, not commensurate with the potential and requirements of the new era. This fragmentation and lack of synchronization are not only an inconvenience in operation but have become a strategic "bottleneck", preventing the Vietnam Union of Associations from maximizing its operational efficiency.
To overcome this, the Vietnam Union of Science and Technology Associations needs to develop a comprehensive digital transformation project for the 2025-2030 period. It is necessary to focus on digitizing data, upgrading technology infrastructure, and organizing training to improve staff capacity. The digital transformation project aims to create a "VUSTA Digital" ecosystem, unifying data, processes, and people on a unified platform; transparent, real-time operations; using artificial intelligence as the core to exploit data, suggest experts, automate opinion synthesis, and support decision making.
The goal is to form a typical digital organizational model: Lean management, smooth coordination from the central to the units; improve the quality of policy advice, knowledge dissemination and international cooperation; build a data-based working culture. The project also concretizes the policy on the 4th industrial revolution, contributes to increasing policy response capacity, promoting the strength of the intellectual team and affirming the pioneering role of the Vietnam Union of Science and Technology Associations in the digital age.
Associate Professor, Dr. Le Bo Linh, Director of the Institute of Economic Development Strategy, said that managing the activities of the Central Agency of the Vietnam Union of Friendship Organizations on a digital platform is an urgent requirement, closely linked to the organizational characteristics and tasks of the Vietnam Union of Friendship Organizations; focusing on three key contents: Digital management, developing a digital expert system and digitizing topics and projects.
Accordingly, digital management does not stop at digitizing documents but also comprehensively innovates the work process. The implementation of the "E-Office" digital document management and operation system will integrate document management, work schedules, task assignment and progress monitoring, combined with digital signatures to ensure legality, transparency and cost savings.
In parallel, there is a member management system, expert profiles and a multi-functional electronic information portal, forming an internal social network to increase connectivity and information exchange; developing a digital expert system with a centralized database, applying AI to analyze, rank, and suggest suitable experts, while building an online consulting, review and cooperation platform; digitizing all topics and projects will improve management efficiency, security, cost savings, and at the same time enhance data exploitation for strategic planning and scientific cooperation.
At the workshop, opinions focused on analyzing issues of digital transformation as an inevitable trend to improve management efficiency, promote the strength of intellectuals and realize the major policies of the Party and State on science, technology and innovation. Accordingly, it is necessary to synchronously deploy from infrastructure, data, expert systems to digitalization of topics and projects, considering this as the foundation for the Vietnam Union of Science and Technology Associations to affirm its pioneering role in the digital age.
