Mai Phu is a typical locality in the construction of new rural areas in Loc Ha with many outstanding achievements. In the journey to achieve the standards of advanced new rural communes (2021) and strive to achieve the model standards (2024), this locality has focused on implementing well the mass mobilization work and considered this a key factor to overcome difficulties and carry out well the tasks that need to be done.

Every cadre and party member from commune to village always upholds the sense of responsibility, sticks closely to the locality, persistently participates, and is close to the people to propagate and mobilize to create high consensus in implementation.

Leaders of Loc Ha district encouraged people of Dong Son village, Mai Phu commune to contribute labor and money to renovate the campus of the village cultural house.

Chairman of Mai Phu Commune People's Committee Nguyen Xuan Bac shared: “We always focus on mass mobilization with the participation of the entire political system. Thanks to skillful mass mobilization, with focus, key points, and close to reality, the locality has achieved many outstanding results in building new rural areas. From 2013 to now, we have mobilized 90 thousand ^square meters of land to build 60 roads, mobilized hundreds of billions of VND to complete the criteria, built many economic models for high income, 7/7 villages are model residential areas. In addition, thanks to the high consensus in the political system and all classes of people, we have the best infrastructure system in the district, security and order are always ensured, the solidarity between Catholics and non-Catholics is consolidated...”.

Together with local Party committees and authorities, the Vietnam Fatherland Front has left many marks in propagating, mobilizing, guiding and urging people to join hands in building the new rural areas. Accordingly, in the past 10 years, the Vietnam Fatherland Front at all levels in Loc Ha has mobilized people to contribute about 800,000 working days, donate 86,000 meters of surrounding walls, and more than 100 billion VND in cash to build the new rural areas.

Along with about 80 thousand gifts, the Vietnam Fatherland Front has also accompanied and supported more than 2,000 poor and near-poor households, families with difficult policies, and people in disaster areas to build houses to contribute to completing housing criteria; mobilized more than 113 thousand people to participate in cleaning the environment on the 18th of every month and collected and transported more than 3,820 tons of garbage of all kinds.

Mass organizations also strengthen skillful mass mobilization so that union members and members can make many positive contributions to the movement to build new rural areas. Vice President of the Women's Union of Loc Ha district, Phan Thi Thu, said: "With 65 skillful mass mobilization models, 112 types of clubs, 84 groups to mobilize clean houses and beautiful gardens, all levels of the union in the area have participated in the movement to build new rural areas continuously and effectively.

From 2013 to now, the association at all levels has launched 49 models of "5 no 3 clean branches", renovated 14,925 home gardens and relocated 1,929 sanitation facilities, built 145 bright - green - clean - beautiful self-managed roads, built 87 charity houses, guided the construction of 800 garbage treatment pits, supported more than 24 thousand fruit trees, nurtured 200 thousand trees to plant along the roads, participated in tens of thousands of days of public service labor...".

Implementing Resolution No. 25-NQ/TW dated June 3, 2013 of the 11th Party Central Committee "On strengthening and innovating the Party's leadership over mass mobilization work in the new situation", localities, agencies and units in Loc Ha have focused on and prioritized the field of new rural construction.

Thanks to that, over the past 10 years, the district has mobilized 2,871 billion VND, of which 332 billion VND was mobilized from the people to build the new rural area; by 2018, all communes in the district had reached the finish line and currently there are 2 communes meeting the advanced standards; striving to reach the new rural area standards by the end of this year and by 2024, there will be 2 communes meeting the model standards and 4 communes meeting the advanced standards.

Head of the People's Mobilization Committee of Loc Ha District Party Committee Dang Xuan Tung said: "Putting Resolution No. 25 of the Party Central Committee into practice, Loc Ha has built 998 models of "skillful mass mobilization" in various fields. The skillful mass mobilization emulation movement in the area has been integrated with other patriotic emulation movements, especially the movement to build new rural areas, so it has brought about many practical results.
