Promoting the glorious tradition of 93 years of the Party's mass mobilization work, each Party committee, Party organization, cadre, Party member, civil servant and public employee in the political system in Ha Tinh constantly innovates mass mobilization work in the direction of being close to the grassroots, truly "respecting the people, being close to the people, understanding the people, learning from the people, being responsible to the people", "listening to the people, speaking so that the people understand, doing so that the people trust".

93 years ago, from October 14 to 31, 1930, in Hong Kong, the First Central Conference of the Party approved the Political Platform, Party Statutes and Resolutions. The First Central Resolution clearly stated: "In the upper-level Party Committees (from the city and provincial Party Committees and above), specialized committees for the movement groups must be organized." From then on, the Party's system of specialized committees for the movement groups including: Labor Movement, Peasant Movement, Youth Movement, Women's Movement, Military Movement, and Anti-Imperialist Front was born with the task of organizing, gathering forces, educating and mobilizing the masses to participate in revolutionary movements under the leadership of the Communist Party of Vietnam.

The August Revolution of 1945 succeeded, the country gained independence. The revolutionary cause had new changes, requiring the Party's mass mobilization work to continue to be strengthened in order to mobilize the maximum human and material resources for the resistance war and national construction. President Ho Chi Minh wrote the article "Mass mobilization" published in the Truth Newspaper, No. 120, dated October 15, 1949 under the pen name XYZ. The article is extremely important, expressing the thought that "Revolution is the cause of the masses", is a handbook of mass mobilization work, providing complete and profound guidance on the purpose, objects, tasks, and methods of mass mobilization work for cadres, party members, government organizations, and mass organizations in response to the requirements of the revolutionary cause.

In October 1999, on the occasion of the 50th anniversary of President Ho Chi Minh writing the work "Mass Mobilization", at the request of the Central Committee for Mass Mobilization, the Politburo (VIII tenure) agreed to take October 15, 1930 as the traditional day of the Party's mass mobilization work and decided to choose October 15 every year as the "Mass Mobilization" Day of the whole country to promote the study and implementation of Uncle Ho's teachings on mass mobilization work.

Over 93 years of accompanying the history of the national revolution, mass mobilization work has always been an important part of Party building work, of strategic significance to the Party's revolutionary cause, contributing to consolidating and strengthening the close relationship between the Party, the State and the People.

Along with the development of the Party's Mass Mobilization sector, over the past time, mass mobilization work in Ha Tinh has always been carried out by Party committees, authorities at all levels and the entire political system in a practical, effective and practical manner. Thereby, it contributes to promoting the right to mastery, improving the material and spiritual life of the people, making an important contribution to the results of socio-economic development, maintaining political security, order and social safety in the area.

The Ha Tinh Provincial Party Committee's Mass Mobilization Commission organized a survey trip to the situation of mobilizing the Chut ethnic group in Rao Tre village, Huong Lien commune (Huong Khe).

Since the beginning of the 2020-2025 term, Party committees and organizations at all levels have focused on implementing mass mobilization work in conjunction with key political tasks of localities and units in each year and each period; continuing to concretize the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in operating and organizing the implementation of tasks, especially in areas directly related to the rights, responsibilities and obligations of the people, such as: socio-economic development programs and plans; building new rural areas and civilized urban areas; site clearance and resettlement to implement key projects of the province; COVID-19 prevention and control; social security work...

Directing the improvement of the effectiveness of the work of receiving people, direct contact and dialogue between leaders of Party committees and authorities at all levels and the people has achieved positive results. Since the beginning of the term, the whole province has organized 982 meetings and dialogues between leaders of Party committees and authorities at all levels and the people, of which 4 were at the provincial level, 118 were at the district level, and 863 were at the commune level.

Attention has been paid to the work of government mass mobilization; administrative reform has been strengthened, gradually shifting awareness from command and administration to government support and service to the people. The Fatherland Front and mass organizations have innovated the content and methods of operation, focusing on the grassroots; taking care of the legitimate rights and interests of union members, association members and people of all walks of life.

Thanks to good mass mobilization work, Cam Loc commune (Cam Xuyen) has promoted the strength of solidarity between religions, contributing to helping the locality achieve 17/20 advanced NTM criteria.

Effective implementation of mass mobilization work has created more trust between the people and Party committees and authorities at all levels, contributing to promoting socio-economic development and regaining growth momentum. In general, in the 2021-2023 period, the average GRDP growth reached about 5.65%; total budget revenue in the area in the 2021-2023 period is estimated at 53,906 billion VND; investment attraction has improved; new rural construction has achieved many important results. The cultural and social fields have achieved outstanding results, social security activities have created a wide spread. By the end of 2022, the poverty rate will be 3.79% according to the new multidimensional standard.

Promoting the glorious tradition of 93 years of the Party's mass mobilization work, each Party committee, Party organization, each cadre, Party member, civil servant and public employee in the Ha Tinh political system continues to study and thoroughly grasp the ideology, morality and mass mobilization style of President Ho Chi Minh; innovate mass mobilization work in the direction of being close to the grassroots, truly "respecting the people, being close to the people, understanding the people, learning from the people, being responsible to the people", "listening to the people, speaking so that the people understand, making the people believe"; linking the good performance of mass mobilization work with the responsibility of setting an example of cadres and Party members, excellently completing the tasks assigned by the Party and the People.

Propaganda and mobilization of the people with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" is an effective way of mass mobilization work carried out by Party committees and authorities at all levels in Cam Xuyen.

Imbued with the teachings of President Ho Chi Minh: "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful", the Mass Mobilization sector of Ha Tinh province strives and is determined to contribute to the successful implementation of the resolutions of the Party Congresses at all levels for the 2020-2025 term, bringing Ha Tinh to develop rapidly and sustainably, becoming a well-off province of the country by 2030.
