New scenario, high responsibility
Immediately after receiving the targets, communes and wards reviewed potential, determined growth potential and built detailed scenarios, linking the responsibility of the head with the implementation progress.

Mr. Nguyen Duc Toan - Chairman of Quy Nhon Ward People's Committee - said: The locality was assigned the target of increasing product value by 12% in the last 6 months of the year, and 10.4% for the whole year. The growth pillars are determined in industry - construction - increasing by 11.3% and services - increasing by 10.7%.
Accordingly, Quy Nhon ward has implemented many solutions to speed up the progress of infrastructure construction, site clearance; manage construction order; promote the relocation of Quy Nhon night market, complete the project to develop the night-time economy; reorganize class 2 and 3 markets.
“In particular, with the spearhead economic sector of tourism, Quy Nhon continues to build the image of a sea, island, community and spiritual destination associated with cultural and historical relics on Thi Nai lagoon. The Quy Nhon walking street project goes hand in hand with the socialization of service investment on Xuan Dieu beach, forming a diverse chain of tourism products, attracting tourists,” said Mr. Toan.
In Cat Tien - the gateway to Nhon Hoi Economic Zone and the provincial center, Chairman of the People's Committee Vo Van Trinh has issued a decision on targets and solutions to direct and implement the socio-economic development plan, to complete 19 main targets assigned by the province, with a growth rate of 9.1% in the last 6 months of the year, ensuring the whole year reaches 8.4%.
Industry and construction continued to play a key role with an increase of 14.4%, and services increased by 9.5%. The commune focused on developing industry and handicrafts; speeding up site clearance and closely monitoring the progress of key projects. A prominent direction is to link trade and services with sea tourism, gradually forming commercial streets and trading typical products.
In addition, Cat Tien commune focuses on implementing well the work of compensation and site clearance, especially important projects of the province located in the commune. Focus on advising on preparing documents to organize auctions of land use rights in residential areas in the commune. Pleiku Ward was assigned a growth target of 11.02% in the last 6 months of the year, reaching 8.52% for the whole year. Mr. Dang Toan Thang - Chairman of the Ward People's Committee - emphasized: The key task is to deploy the CK54 Urban Area, review residential projects and key routes such as: Tran Van Binh, Ly Thuong Kiet, Ngo Quyen, Bui Dinh Tuy. At the same time, the ward protects agricultural land funds interspersed with urban areas, develops high-tech agriculture in Tra Da Industrial Park, expands OCOP products and agricultural product linkage chains...
“With the advantage of vibrant services and commerce, Pleiku promotes the development of the night economy on Phung Hung Street, builds a culinary - entertainment street, and promotes community tourism at Plei Op Community Tourism Cultural Village, connecting neighboring localities. Commercial centers such as Co.op Mart, WinMart, TTC Plaza continue to be supported to increase consumer appeal,” said Mr. Thang.
Similarly, Dien Hong ward is also accelerating to achieve the growth target of 9.83% in the last 6 months of the year and 10.35% for the whole year of 2025. Chairman of the Ward People's Committee Nguyen Tuan Quang said: The locality focuses on planning, site clearance and construction of major projects such as: Nguyen Van Linh road, Hoi Phu stream embankment, Nguyen Van Cu supermarket (1.48 ha) and Cao Nguyen Doi Thong Cultural Tourism Area (128 ha).
In particular, the ward considers the night economy a new breakthrough, through the Nguyen Thien Thuat culinary street model, expecting to create more revenue and jobs, while promoting sustainable tourism activities.

Sustainable poverty reduction - need the right and effective solutions
Besides growth, border communes and remote areas face difficulties and challenges in the sustainable poverty reduction program. This is not an easy task when the poverty rate is still high and infrastructure is not synchronized.
However, it can also be seen that "poverty reduction contracts" force local authorities to shift from the mindset of "asking for policies" to "designing solutions themselves", meaning that there is no longer a common model, but there must be policies for each household and a commitment to implementation.

Lo Pang commune currently has 581 poor households, accounting for 14.2% of the total households in the commune; of which 85% are ethnic minorities. The commune aims to reduce the number of poor households by 4.76% (about 30 households) by the end of this year. Mr. Le Loi - Chairman of the Commune People's Committee - said: Most poor households fall into the income-deprived group, so the main solution is to support the livelihood of the group with the ability to rise up.
For the group of poor households due to illness and labor shortage, Lo Pang commune has developed a specific plan. Along with that, the commune mobilizes maximum resources from national target programs, production support projects and socialization, ensuring that 100% of poor households have access to at least one form of support.
Meanwhile, the poverty reduction target for Ya Ma commune in 2025 is 9.87% (equivalent to 186 households). Chairman of the People's Committee Trinh Minh Duong emphasized that the key solution is to support production land, provide capital, provide vocational training associated with employment, and implement small-scale production projects.
“However, poor infrastructure is a major obstacle in the journey to sustainable poverty reduction. Therefore, in addition to livelihood solutions, the commune has proposed that the province soon invest in building Dak Po Ko bridge and an underground spillway across Dak Hway river in Brang village. When completed, these projects will not only ensure traffic safety but also expand access to social services and markets for people in remote areas,” Mr. Duong shared.
